About The Position

The Division of Behavioral Health and Recovery is seeking to hire a Stationary Engineer – Assistant Chief for the Elgin Mental Health Center located in Elgin, Illinois to direct the day-to-day operations of crafts, power-plant and maintenance workers. Assists the Stationary Engineer Chief in determining and planning new construction projects and renovation of older buildings and systems of distribution. In the absence of the Stationary Engineer Chief, assumes duties over physical plant. Travels in the performance of job duties.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of high school.
  • Requires five (5) years of experience in the operation of a commercial or institutional power plant OR as a skilled craftsman in the mechanical or building trades.
  • Requires possession of a valid certificate as a Universal Technician under U.S.E.P.A Section 608 Rules.
  • The possession of a valid certificate as a Universal Technician under U.S.E.P.A. Section 608 encompasses positions which perform refrigeration/air-conditioning work that has the possibility of release of chlorofluorocarbons into the atmosphere.
  • Requires stationary engineer license certificate for the City of Elgin or the City of Chicago.
  • Requires the ability to perform the physical functions and tasks associated with engineering including but not limited to ladder climbing, squatting, kneeling, bending and walking.
  • Requires the ability to lift, push and pull up to 50 pounds independently and up to 100 pounds with assistance.
  • Requires the ability to work shifts, including weekend and holidays.
  • Requires the ability to serve on-call basis.
  • Requires the ability to utilize agency supplied materials/equipment (e.g. pager, cellphone, etc.) for emergencies.
  • Requires an appropriate valid driver’s license.
  • Requires the ability to travel in the performance of job duties.
  • Requires the ability to utilize office equipment, including personal computers.
  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.

Nice To Haves

  • Four (4) years of specialized experience in the operation of high-pressure/low-pressure coal, gas or oil-fired boilers and their apparatuses.
  • Four (4) years of specialized experience in water treatment and various chemicals used in boiler systems.
  • Four (4) years of specialized experience diagnosing problems in mechanical, electrical, heating and air conditioning/HVAC systems.
  • Four (4) years of professional experience directing the work of employees and outside contractors engaged in the operation and maintenance of technical stationary engineering power plant building systems.
  • Four (4) years of experience taking utility readings, logging records, ensuring maintenance schedules are followed, reviewing
  • Four (4) years of experience diagnosing building and mechanical issues, recognizing potentially dangerous situations, and implementing appropriate emergency responses.
  • Four (4) years of specialized experience in public health Occupational Safety and Health Administration (OSHA) regulations and building codes of technical stationary engineering power plant building systems.
  • Four (4) years of experience following and expressing complex ideas clearly both orally and in written form in the field of technical stationary engineering power plant building systems.

Responsibilities

  • Serves as the Stationary Engineer – Assistant Chief for the Elgin Mental Health Center.
  • Serves as designated lead worker.
  • Maintains daily time sheets for all crafts, power-plant and maintenance workers.
  • Assist Stationary Engineer Chief in determining and planning new construction projects and renovation of older buildings and systems of distribution.
  • Works with outside contractors in programming various environmental system computers to verify proper operation and balance of environmental conditions within the facility.
  • Orientates new personnel in various building trades and maintenance operation.
  • Researches, develops and writes both regularly scheduled and impromptu reports on a variety of subjects including but not limited to, safety issues, utilities, timekeeping, Capital Development Board, etc.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
