About The Position

The Statewide TRIO EOC Manager will provide oversight of statewide EOC project subrecipients to ensure compliance in operations. This role involves hiring, training, supervising, and evaluating EOC staff at the state level, as well as assessing and approving professional development needs for grant personnel. The manager will develop and monitor program budgets, approve expenditures, and manage communication and reporting processes, including tracking outcomes and ensuring alignment with state and federal program requirements. A key responsibility is preparing all reports required by the U.S. Department of Education, including the Annual Performance Report (APR), accurately and on time. The position also leads statewide coordination between Educational Opportunity Center (EOC) programs and workforce partners to ensure services align with supporting participants' transition from education to employment. This includes coordinating the development and implementation of a strategic plan and overseeing field operations across regions to ensure consistent service delivery and resolve operational gaps. On-site attendance is an essential function of this position.

Requirements

  • Knowledge of federal and state laws and regulations relating to the administration of assigned program.
  • Knowledge of the principles, methods and practices of the program being administered.
  • Knowledge of the organization, development and administration of the program for which responsibility is assigned.
  • Knowledge of supervisory principles and practices.
  • Ability to plan, coordinate, and evaluate the activities of multiple work units and divisions engaged in a broad range of functions.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to communicate effectively with people of diverse backgrounds, both orally and in writing.
  • Ability to interpret, analyze, and resolve highly complex administrative and personnel problems.
  • Proficiently using the OESC’s standard software (Microsoft Office - Word, Outlook, Excel, Access, and Teams), and the Internet, as well as proficiency to learn other software as needed.
  • Capable of lifting, carrying, and moving objects of up to 25 pounds.

Responsibilities

  • Provide oversight of statewide EOC project subrecipients to ensure compliance in operations.
  • Hire, train, supervise and evaluate EOC staff at state level; assess and approve EOC professional development needs for grant personnel.

  • Manage communication and reporting processes, including tracking outcomes, sharing best practices, and ensuring alignment with state and federal program requirements.
  • Prepare all reports required by the U.S. Department of Education including APR accurately and on time.
  • Lead statewide coordination between Educational Opportunity Center (EOC) programs and workforce partners, ensuring services align to support participants’ transition from education to employment.
  • Coordinate development of and implement a strategic plan between workforce partners and EOC subrecipients to engage and expand EOC services across subrecipient programs.
  • Coordinate field operations across regions, ensuring consistent service delivery, resolving operational gaps, and supporting local program staff.
  • On-site attendance is an essential function of the position, as the role requires direct interaction with staff, clients, and on-site office resources.
