About The Position

The Illinois Department of Central Management Services (CMS) is seeking a dedicated and experienced individual to serve as the Statewide Payroll, Timekeeping, and Leaves Advisor. Requirements

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in payroll, timekeeping, and leaves for a public or business organization.

  • Prefers four (4) years of professional experience implementing and monitoring Payroll processes in a public or business organization governed by multiple collective bargaining agreements, policies, and regulatory requirements.
  • Prefers four (4) years of professional experience implementing and monitoring Timekeeping processes in a a public business organization governed by multiple collective bargaining agreements, policies, and regulatory requirements.
  • Prefers four (4) years of professional experience implementing and monitoring Leaves (FMLA, Maternity/Paternity, General Leaves, Worker's Compensation, etc.) processes in a public or business organization governed by multiple collective bargaining agreements, policies, and regulatory requirements.
  • Prefers two (2) years of professional experience creating and distributing procedure manuals for timekeeping, payroll, and/or leaves processes.
  • Prefers three (3) years of professional experience designing and delivering training to diverse audiences on payroll, timekeeping, or leaves processes.
  • Prefers three (3) years of professional experience serving as liaison and main point of contact for payroll, timekeeping, and leaves for a public or business organization of 1000+ employees.
  • Prefers two (2) years of professional experience operating and supporting the timekeeping module of a Human Capital Management or similar system.
  • Prefers two (2) years of experience operating and supporting the payroll module of a Human Capital Management or similar system.

Responsibilities

  • Under administrative direction of the Assistant Deputy Director of Personnel Integrity, serves as Statewide Payroll, Timekeeping, & Leaves Advisor, providing support and guidance on payroll, timekeeping, and leaves matters for agencies under CMS jurisdiction.
  • In collaboration with statewide functional areas, develops, monitors, and implements resources materials to guide state agencies in effective execution of payroll, timekeeping, and leaves processes.
  • Provides regular, ongoing training to state agency staff in foundational and advanced topics on payroll, timekeeping, and leaves.
  • As needed, reviews and advises on legislative, legal, and other related proposals with impact on payroll, timekeeping, and leaves.
  • Reviews the Bureau of Personnel’s Personnel Workbench to provide updated timely content related to policies and procedures for all functional areas.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
