About The Position

This is a full-time contractual position within the Maryland Department of Human Services (DHS), specifically with the Maryland Office for Refugees and Asylees (MORA). The role supports the administration of MORA’s statewide operational functions, enhances quality assurance for MORA programming and operations, and ensures programmatic compliance and overall effectiveness of federally-funded operations. This includes supporting the implementation of services and assistance programs through vendor contracts and state-administered benefit programs. The Statewide Operations Coordinator will also engage in outreach to build partnerships with subrecipients, local and state public agencies, and community-based organizations to improve operations and ensure access to resources for eligible populations.

Requirements

  • A Bachelor’s degree from an accredited college or university.
  • Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
  • One year of experience supporting or providing services to refugee or immigrant populations, as well as administrative or fiscal operations related to refugee resettlement.

Nice To Haves

  • One year of experience and knowledge interpreting federal and state policies and eligibility requirements for public benefit programs, such as processing of eligibility determinations for assistance and/or resettlement programs.
  • One year of experience with administrative and/or fiscal operations required for coordination of federal and state funds, particularly for grant-funded resettlement programming.
  • One year of experience supporting operations and/or issuance of public benefit programs.
  • Excellent written and verbal interpersonal and cross-cultural communication skills.

Responsibilities

  • Provides assistance in the administration of MORA’s statewide operational functions.
  • Develops and implements rules, regulations, standards and controls for carrying out the operations of both the MORA office and its contracts with vendors statewide.
  • Supports the MORA Contract Manager in preparing annual program budgets, while ensuring vendor contracts and funds are obligated and procured in a timely manner.
  • Supports efforts to monitor and ensure quality of MORA programmatic and administrative data.
  • Evaluates monthly, semi-annual, and annual program invoices and data from MORA service providers for consistency and accuracy.
  • Verifies and organizes report submissions by providers for accuracy and compliance with established guidelines and federal and state report requirements.
  • Follows up with and maintains regular communication with vendors to ensure data submitted in a timely manner and resolve discrepancies.
  • Coordinates the issuance of benefits to eligible MORA clients across multiple federally-funded programs.
  • Serves as a statewide technical expert in client eligibility and enrollment in multiple federally-funded human service programs, including refugee cash and medical assistance and support service programming as well as temporary financial assistance, nutrition assistance, medical assistance, childcare/early learning, housing assistance, energy assistance, child support, legal support, and others.
