About The Position

This is a full-time contractual position within the Maryland Department of Human Services (DHS), specifically for the Maryland Office for Refugees and Asylees (MORA). The incumbent will coordinate and support the administration of state programming, operations, and humanitarian assistance for refugee and immigrant newcomers to the state. This role involves collaborating with public and private providers to ensure individuals ineligible or unable to access mainstream programs receive essential resources and support for self-sufficiency. The position also serves as a liaison for sub-grantees, state and federal agencies, and other stakeholders to facilitate timely, culturally sensitive, and linguistically appropriate service provision. A key responsibility is monitoring the performance of state program sub-grantees and ensuring contractual deliverables through quality assurance efforts.

Requirements

  • A Bachelor’s degree from an accredited college or university.
  • Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
  • Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.
  • Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to two years of the required experience.

Nice To Haves

  • One year of experience supporting provision services and assistance programs to refugee or immigrant populations, including administrative or fiscal operations related to refugee resettlement.
  • One year of experience with administrative and fiscal operations required for coordination of federal and state funds, particularly for resettlement programs.
  • One year of experience supporting issuance of public benefit programs.
  • One year of experience coordinating federal and state programming for the provision of human services, especially for refugee or immigrant populations.

Responsibilities

  • Leads the planning and implementation of state-funded programming for newcomers to Maryland based on identified community needs.
  • Develops procedures, practices and a Scope of Work for state-funded programming and services, including through analysis of all established.
  • Collaborates with other MDHS and FIA units to ensure timely procurement of contracts for the delivery of state-funded programming and services.
  • Communicates with local, state, and federal government agencies to promote effective delivery of services for target customer populations.
  • Monitors the administration and delivery of programmatic services by contracted vendors to ensure a high standard of compliance and quality as well as to assess whether vendors are on track to meet performance measurements.
