About The Position

The Washington State Office of Equity is seeking a courageous and unapologetic champion of equity and anti-racism to advance belonging and justice across Washington. This role is centered on advancing equity across state government by helping reduce disparities and improve outcomes for communities across Washington. As a Statewide Impact Consultant, you’ll build and continuously refine an approach for providing consultation services that are practical, responsive, and grounded in real-world agency needs. You’ll serve as a trusted advisor on equitable systems change, offering clear, actionable guidance while building strong, collaborative relationships across agencies, statewide partners, and national networks. You’ll also design and deliver training, tools, and technical assistance that help agencies turn ideas into action. A key part of the work involves leading complex, cross-agency projects—bringing people together, managing competing priorities, and helping organizations navigate change in a way that is thoughtful and sustainable. This position specifically develops processes and resources for and provides technical assistance to the Washington State Patrol (WSP) to help them strengthen diversity, equity, and inclusion in their workforce as directed through Substitute House Bill 2057 (2022) and RCW 43.06D.060. Additionally, the incumbent will be responsible for assisting WSP in developing, strategizing, and implementing all statewide and agency-specific goals per RCW 43.06D.040.

Responsibilities

  • Develop, implement, and continuously improve a framework for providing consultation services in alignment with the Office of Equity’s mission and scope of work.
  • Serve as a strategic leader and subject matter expert on equitable systems change and design, providing consultation, guidance, and support to agencies and facilitating relational partnerships across the enterprise.
  • Consult with agencies in all aspects of agency decision making, including service delivery, program development, policy development, and budgeting (RCW 43.06D.040 (1)(a)).
  • Facilitate the statewide process of designing, implementing, and managing programs aimed at improving community conditions and outcomes for everyone in Washington.
  • Provide guidance on how to elevate, integrate, institutionalize, fund, and manage equity throughout the enterprise.
  • Support agency strategic planning and the definition of agency-specific goals and performance measures in alignment with the statewide goals as defined by the 15 Statewide Impact Areas.
  • Facilitate information exchange and collaboration across the enterprise, centered around each of the 11 Impact Service Lines and the definition of agency-specific goals related to the internal operations of the agency and enterprise.
  • Design, develop, and implement training, technical assistance, and resources to assist state agencies in advancing policy and systems change.
  • Assist agencies with the successful implementation of the requirements under Executive Order 22-04, including supporting all aspects of creating a full Impact team, developing tools, resources, and training, and supporting performance tracking and results.
  • Collaborate with Statewide Equity Analysts, develop assessment tools for agencies to use in the development and evaluation of agency programs, services, policies, and budgets (RCW 43.06D.040 (1)(a)(iii)).
  • Communicate equity assessment and tools to state agencies in an effective and accessible way using plain language (in review and assess the agency’s current organizational practices, challenges, and opportunities.
  • Analyze all new mandates (Executive Orders and Laws) and provide guidance to agencies on how to implement them in accordance with RCW 43.06D.040 and EO 22-04.
  • Lead the implementation of complex programs and projects, effectively managing change within and across multiple organizations.
  • Support enterprise change efforts by identifying leverage points, fostering shared understanding of goals, and advising agencies through complex organizational transitions.
  • Help cultivate a culture of accountability and transparency by illuminating systemic and human impacts of agency practices and encouraging agency-led reflection and improvement.
  • Promote meaningful engagement practices that center equity, belonging, and accessibility across enterprise contracting systems and relationships.
  • Promote a culture of co-creation by modeling respectful dialogue, collaboration, and transparent communication practices.
