About The Position

This position serves as the CMS Statewide Facilities Manager. This professional level position administers facility management of leased and state-owned real property throughout the state on behalf of State Agencies, Boards, and Commissions under the Governor. The CMS Bureau of Property Management seeks to hire a dynamic leader who can help broaden the bureau’s goal of providing efficient, cost-effective, and safe facility management practices while ensuring the highest level of quality, accountable, and transparent services to our client agencies.

Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in Business Management, Facility Management, or a related field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.
  • Requires four (4) years of Facility Management experience.
  • Requires four (4) years of supervisory experience.

Nice To Haves

  • Prefers four (4) years of professional experience with Labor Contract compliance such as scheduling, shift bids, filling of vacancy, emergency appt, subcontracting, etc.
  • Prefers four (4) years of professional experience with creating, developing, and implementing programs or policies.
  • Prefers four (4) years of professional experience preparing and analyzing budgets.
  • Prefers proficiency with Integrated Workorder Management Systems (IWMS) computer software applications such as MVP or similar software.
  • Prefers four (4) years of professional experience with blueprints, building surveys, and inspection reports.
  • Prefers a bachelor’s degree in business management, facility management, or a related field.

Responsibilities

  • Subject to management approval, serves as the Statewide Facility Manager for the Central Management Services (CMS) Bureau of Property Management (BoPM), serving authoritatively as policy formulating administrator.
  • Administers and oversees, through subordinate staff, the development and conducting of statewide facility surveys and site inspections.
  • Oversees the development and implementation of processes for requests soliciting space and operational needs from user agencies and establishes methodologies, based on best business practices, to reconfigure and allocate facility space resources in a manner that best supports agency requirements and optimizes physical and budgetary resources.
  • Serves as the official agency representative, on behalf of the Deputy Director and Director, to internal and external entities including the Governor’s Office, the legislature, public, private, and federal officials on Facilities Management issues.
  • Serves as a full line supervisor.
  • Oversees subordinate staff in the inspection of proposed space for owned property and new construction/remodeling initiatives.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
