About The Position

Mosaic is seeking a State Service Development Manager in Central Iowa to spearhead strategic growth initiatives, build vibrant community partnerships, and expand its transformative service lines for persons with an intellectual and developmental disabilities. Working alongside the State Operations Director and local operational leaders, this role serves as a key growth catalyst and regulatory expert, driving innovation and leading a high-performing team. Requirements

• Bachelor’s degree in a related field (or equivalent combination of education and experience).
• Minimum of 3 years in a related service/business development role supporting persons with disabilities, including at least 1 year of direct leadership/management experience.
• Exceptional interpersonal, public speaking, and written communication skills.
• Demonstrated ability to navigate state regulations and complex service models.
• Strong project management, organization, and problem-solving abilities.
• Flexibility for regular regional travel.
• A strong commitment to Mosaic’s 7 Essential Practices of Leadership and ethical stewardship of resources.

Responsibilities

• Conduct market analysis, monitor industry trends, and expand existing service lines for intellectual and developmental disabilities to build a robust pipeline of referral partners.
• Oversee hiring, training, supervision, and ongoing professional development of direct reports to maximize employee engagement and drive success.
• Build strong, trust-based relationships with community referral sources, industry organizations, and local community leaders across the state of Iowa.
• Serve as an internal and external advisor on Iowa service models for individuals with intellectual and developmental disabilities, regulatory requirements for community based services, and policy frameworks.
• Partner with cross-functional leadership teams to align business development initiatives with overall organizational goals.
• Travel regularly across the region to network, attend key industry events, and elevate Mosaic's reach.
