About The Position

This position offers full-time telework, with occasional required in-office attendance. The selected applicant may live anywhere in Wyoming. The State Pupil Transportation Director serves as the statewide authority for pupil transportation programs, providing leadership, oversight, and technical expertise to ensure safe, efficient, and compliant transportation services for Wyoming students. This role supports local educational agencies through regulation development, data analysis, technical assistance, and collaboration with state and national stakeholders, while advancing best practices in pupil transportation and driver safety.

Requirements

  • Bachelor's Degree (typically in Education)
  • 1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.
  • OR 4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.
  • Knowledge of state and federal pupil transportation regulations, statutes, rules, policies, and best practices
  • Strong written, oral, public, and interpersonal communication skills
  • Ability to collaborate effectively with transportation stakeholders, including parents, teachers, administrators, and transportation staff
  • Knowledge of public policy, management procedures, and agency operations
  • Ability to interpret, analyze, and communicate federal, state, and local requirements, statutes, rules, and regulations
  • Strong critical thinking, problem-solving, and independent decision-making skills
  • Ability to foster teamwork, collaboration, and effective use of time and resources to achieve department objectives
  • Leadership skills with the ability to anticipate issues and apply sound judgment across a broad range of situations
  • Proficiency in spreadsheet applications, including Excel and Google Sheets, and ability to use mathematical computations to analyze data

Responsibilities

  • Serve as the State Pupil Transportation Director, overseeing Wyoming’s Pupil Transportation Program
  • Provide technical assistance and guidance to local educational agencies (LEAs) using in-depth knowledge of state and federal transportation regulations, industry standards, and best practices
  • Communicate and interpret applicable statutes, administrative rules, and federal requirements
  • Develop, update, and promulgate administrative rules as needed
  • Maintain and annually update transportation resources published by WDE
  • Communicate regularly with district transportation supervisors to identify needs and provide timely support
  • Represent Wyoming at national meetings, trainings, and transportation-related convenings
  • Manage and analyze transportation program data using SQL, databases, and spreadsheet tools
  • Review, audit, validate, and resolve discrepancies in transportation data submitted by LEAs
  • Maintain the statewide pupil transportation vehicle fleet inventory
  • Prepare data summaries and reports for WDE publications, legislative committees, and public stakeholders
  • Develop and execute data queries in response to internal and external information requests
  • Author, publish, and present transportation-related reports to legislative bodies and other groups
  • Lead the Wyoming Pupil Transportation Advisory Committee
  • Identify annual priorities and initiatives for the committee.
  • Plan and facilitate committee meetings, including agendas, minutes, recordings, and work plans
  • Participate in and support workshops, conferences, and professional development activities related to pupil transportation
  • Coordinate the annual request for school bus bids in accordance with established procedures
  • Review and maintain vehicle specifications aligned with the National Congress on School Transportation Specifications and Procedures Manual
  • Collaborate with the Pupil Transportation Advisory Committee to review specifications before vendor bid release
  • Maintain professional relationships with vehicle vendors to promote best practices in procurement
  • Provide oversight of high school driver education programs statewide
  • Serve as liaison between the Wyoming Departments of Education and Transportation
  • Review, approve, and monitor driver education programs to ensure compliance with state rules
  • Promote student driver safety across Wyoming
  • Other duties as assigned
