About The Position

The Illinois State Police (ISP) Division of Justice Services is seeking a detail‑oriented and service‑focused State Police Field Specialist II to join our team. This role provides specialized training, guidance, and technical support to federal, state, and local agencies utilizing ISP‑supported criminal justice information systems, including LEADS, NCIC, NLETS, CHF, CHRI, IUCR, and related programs. The position is responsible for scheduling and conducting LEADS audits to ensure full compliance with state and federal regulations, as well as maintaining accurate documentation and follow‑up reporting. Requirements

Requires knowledge, skill and mental development equivalent to the completion of four (4) years college with major coursework in communications, computer science, criminal justice, criminology, law enforcement administration, psychology, public administration, sociology, speech, statistics or related coursework. Telecommunicator Call Taker experience accepted year for year for required college.
Requires three years of professional experience in the criminal justice field, such as a law enforcement officer, parole and probation officer, crime statistician. (preferably including one year of professional experiance such as could be gained at the State Police Field specialist I); Telecommunicator Call Taker experience accepted on a two-year-for-one-year basis, to a maximum of a total of two years, for required professional experience.
Requires ability to pass a background and fingerprint check.
Requires ability to pass a drug screening.
Requires valid Driver's License and the ability to travel, free from incidents which could result in license suspension or revocation.

Nice To Haves

Two (2) years experience using knowledge of law enforcement communications procedures, FCC rules and regulations, law enforcement computer systems (LEADS, TIPS, NLETS, NCIC, CHF, CCH), law enforcement filing and records systems, law enforcement terminology and concepts, security and privacy regulations and "911" law.
Two (2) years experience using extensive operational knowledge of the LEADS Program/Computer System. Requires the ability to obtain and maintain LEADS Full Access Operator Certification.
Two (2) years experience providing expert testimony in court proceedings, before police and fire commissions and at, local government meetings.
Two (2) years experience to identifying operational problems based on verbal descriptions and/or LEADS administrative messages.
Two (2) years experience developing, installing and evaluating new and revised LEADS, TIPS, NLETS, NCIC, CHF and CCH training methods, procedures and techniques.
Two (2) years experience presenting ideas effectively, both orally and in writing.
Two (2) years experience constructing training demonstration charts and visual aids
Two (2) years experience maintaining satisfactory working relationships with other employees and with officials and employees of federal, state and local law enforcement/criminal justice agencies.

Responsibilities

Provides training and user support to federal, state, and local agencies relating to LEADS,NCIC, NLETS, CHF, CHRI, IUCR, and other ISP supported systems and programs.
Schedules and conducts LEADS audits to ensure compliance with state and federal rules and regulations.
Develops and maintains liaison with user agencies.
Facilitates and attends training sessions to ensure continued education on ISP and FBI CHIS supported systems and programs.
Gives guidance and recommendations to management in the development and modification of Bureau strategic and tactical plans and operating policies and procedures.
Perform other duties as required or assigned which are reasonable within the scope of the duties enumerated above.
