About The Position

This position is staffed to the State Transportation Systems Management & Operations (TSMO) Engineer and performs a variety of supervisory administrative functions for the ITS & Signals Management Section. The role provides leadership and oversight for statewide traffic signal and Intelligent Transportation Systems (ITS) programs, including signal maintenance, modernization initiatives, and system expansion. It involves managing staff and technical teams responsible for signal equipment design, ITS project delivery, and operations of the Traffic Electronics Center. The engineer leads the development and administration of major programs, budgets, standards, and asset management systems supporting traffic signal infrastructure and connected technologies. Additionally, the position coordinates cross-functional activities, manages program funding and resources, and guides the adoption of emerging technologies to improve statewide transportation system operations. This role also encompasses various supervisory and administrative personnel functions, assists other managers and supervisors with the overall TSMO Budget, and oversees special programs and projects, such as the Commercial Fiber Partnership Program.

Requirements

  • Bachelor’s degree in engineering from an appropriately accredited institution
  • Minimum of six years progressive engineering experience
  • Four years of supervisory experience
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors (preferred applicant must be a registered North Carolina Professional Engineer)

  • Experience preparing technical drawings and specifications for ITS, Computerized Traffic Signal Systems, and Signal Communications design including utility make-ready plans, fiber optic communications cable routing plans, ITS plans that may include various ITS device implementation such as CCTV cameras, DMSs, fiber optic communications networks, Ethernet network systems, fog and wind detection system, and automated commercial vehicle technology

Responsibilities

  • Perform a variety of supervisory administrative functions for the ITS & Signals Management Section
  • Provide leadership and oversight for statewide traffic signal and Intelligent Transportation Systems (ITS) programs, including signal maintenance, modernization initiatives, and system expansion
  • Manage staff and technical teams responsible for signal equipment design, ITS project delivery, and operations of the Traffic Electronics Center
  • Lead development and administration of major programs, budgets, standards, and asset management systems supporting traffic signal infrastructure and connected technologies
  • Coordinate cross-functional activities
  • Manage program funding and resources
  • Guide adoption of emerging technologies to improve statewide transportation system operations
  • Perform a variety of supervisory and administrative personnel functions
  • Assist other manager and supervisors in the Unit with the planning and executing of the overall TSMO Budget
  • Oversee special programs and projects and prepare work on special projects
  • Manage the ITS group and their accurate, thorough, and timely delivery of preconstruction, construction, and management-assigned tasks by their due dates
  • Oversee the development of electrical and programming details for all intersections on the State highway system
  • Oversee the preparation and development of specifications and bid documents for all ITS and traffic signal equipment installed on the state highway system and the stocking and inventory of traffic signal related items at the Central Equipment Depot
  • Oversee the evaluation and approval of products for the ITS & Signals Qualified Products List (QPL)
  • Oversee the daily operations of the Traffic Electronics Center to ensure traffic signal control equipment and ITS components are repaired in an efficient and timely manner
