This position supports the ongoing maintenance of municipal boundaries in Arkansas using ESRI ArcPro software. The job requires outreach skill to coordinate with numerous individuals including Mayors, City Clerks, County Judges, County Clerks, Surveyors, Engineers and property owners on obtaining and interpreting complex land boundary descriptions of territory to be annexed to a city. After completing the annexation process municipal boundaries are updated in the statewide platform. The job includes maintaining the municipal ward election boundaries which are assigned by the city annexation process. The position also maintains the gis.arkansas.gov/checkmycity web map application showing all pending annexations in the state. This job also completes the annual report of all city boundary changes to the U.S. Census Bureau through their process by submitting the individual changes that occurred in the previous year. Candidates with skill in reading and interpreting deed descriptions and mapping those using ArcPro COGO process are preferred. The State GIS Analyst is a senior-level position responsible for overseeing advanced geographic information system (GIS) operations within the State of Arkansas. This role requires the application of expert-level GIS skills to perform complex spatial analysis, manage large geospatial datasets, and contribute to state-level decision-making processes. The State GIS Analyst will lead and support projects related to land management, resource planning, environmental monitoring, infrastructure development, and other critical state initiatives. The position also involves mentoring junior GIS staff, ensuring data integrity, and ensuring the effective use of GIS technologies across state departments.
