State Building Inspector III (DBR) - Building
About The Position
Within the Department of Business Regulation (DBR), this role administers and performs inspectional work of a difficult and complex nature as mandated by the State Building Code within the area of specialization indicated in the title of the class of position. The position involves performing required inspections of all installations under the jurisdiction of the State Building Commissioner, assisting in the implementation of state law and regulations regarding construction inspection, and aiding with inspections for cities and towns in the absence of local inspectors. The role also includes investigating complaints involving contractors. The position works under general supervision with considerable latitude for independent judgment, and work is reviewed upon completion for conformance to instructions, codes, regulations, and policies. The role also guides and coaches lower-ranked State Building Inspectors and assists superiors in training new staff.
Requirements
- Thorough knowledge of the principles and practices of building construction as it relates to the area of specialization.
- Ability to apply knowledge in performance of on-site inspections for all state projects under the jurisdiction of the State Building Commission to determine compliance and make recommendations.
- Thorough knowledge of state building code regulations and laws.
- Ability to interpret and apply construction plans and specifications.
- Ability to instruct and train building code officials/inspectors.
- Ability to mediate corrections to construction problems related to consumer complaints and investigations.
- Ability to maintain inspection records and compose written reports.
- Ability to inspect and investigate complaints regarding contractors.
- Graduation from high school or a technical vocational school.
- Employment as a building code inspector or official, or in a position involving the inspection of building construction, materials, accessibility, or compliance.
- Physically qualified to perform assigned duties as evidenced by a physician's certificate at the time of appointment.
- Minimum of five (5) years’ experience in general building construction.
- Minimum of five (5) years’ experience and a Rhode Island master or journeyman plumber’s license.
- Minimum of five (5) years and a Rhode Island class A or class B electrician’s license.
- Minimum of five (5) years and a valid Rhode Island master pipefitters I and master refrigeration I contractor’s license.
- Certification as a qualified building official/inspector in accordance with Section 23-27.3-107.6 and 23-27.3.107.7 of the Rhode Island General Laws as amended, and maintenance of such certification and licensure as a condition of employment.
- Qualified applicants without specialization in plumbing, mechanical, electrical, building, or accessibility areas must demonstrate multiple years of relevant and applicable program management and coordination experience with a focus on compliance with contractors’ regulations, building codes, and/or other relevant areas.
- Possession and maintenance of a valid Rhode Island Motor Vehicle Operator’s License.
Responsibilities
- Conduct on-site inspections of a difficult and complex nature on projects under the jurisdiction of the State Building Office.
- Inspect work in progress for compliance with plans, specifications, standards, and permits; observe conditions and issue notices for correctness as necessary.
- Inspect and investigate complaints involving contractors.
- Respond to questions regarding the mode or manner of construction and materials used in installations.
- Interpret code provisions and recommend compliance procedures to ensure adherence to state laws and regulations.
- Travel out of state to inspect mobile or modular homes in accordance with state contracts with HUD and the National Conference of Building Codes and Standards.
- Assist and/or substitute for local city and town inspectors when mandated by law.
- Perform annual inspections of school facilities and community residences.
- Maintain inspection records and prepare written and oral reports.
- Train state and local inspectors on the compliance and administration of building code regulations and their application during on-site inspections.
- Represent the State Building Office and testify/present evidence in administrative hearings.
- Work with consumers and contractors to resolve disputes.
- Perform related duties as required.
