About The Position

RMCI, a self-perform general contractor owned by Nox Group, is seeking a Startup & Commissioning Manager to lead the transition from mechanical completion to safe, successful turnover. The role covers large, technically complex projects including hyperscale and colocation data centers, semiconductor facilities, water/wastewater treatment plants, and other industrial facilities. The manager will lead commissioning from early planning through testing, energization, and turnover, with direct engagement with project executives and clients. The position will shape RMCI’s commissioning approach, standards, tools, and team. It requires technical discipline, schedule awareness, a safety-first mindset, and the ability to build and mentor commissioning professionals. The role works closely with project teams, owners, design teams, trade partners, equipment vendors, and commissioning authorities to ensure systems are tested, documented, and accepted safely and effectively. This is a safety-sensitive position subject to applicable policies, including drug testing and background checks. The role involves travel to job sites, physical work in varied indoor and outdoor conditions, and a 40-hour work week with overtime and off-hour shifts as required.

Requirements

  • At least 5 years of startup/commissioning experience on large, complex projects in mission critical, semiconductor, industrial, or water/wastewater construction, including leading teams through a full commissioning cycle from startup through turnover.
  • Exceptional organizational and time-management skills, including the ability to prioritize competing demands in fast-paced, schedule-driven environments.
  • Sound judgment and decision-making, with strong technical troubleshooting and root-cause analysis skills.
  • Client-focused and collaborative, with demonstrated ability to build trust with owners, design teams, trade partners, and vendors.
  • Strong written and verbal communication skills for communicating professionally with field crews, project teams, clients, and executive leadership.
  • Working knowledge of safe electrical, mechanical, and process equipment operation and controls; equipment protective systems and devices; LOTO/hazardous energy control; and HazCom.
  • Proficiency with Microsoft Office Suite and experience with commissioning and field-management platforms such as CxAlloy, Autodesk Forma, Procore, or Nexus.
  • Working knowledge of Primavera P6 and ability to build, interpret, and update commissioning schedules and integrate them with the master project schedule.
  • Hands-on experience commissioning complex electrical and mechanical systems in at least one core market: mission critical/data center, semiconductor, water/wastewater, or industrial process facilities.
  • Working knowledge of applicable codes and standards, including NEC, NFPA 70E, NFPA 110, OSHA, ASHRAE Guideline 0, and NETA acceptance testing standards.
  • Ability to lead, develop, and hold accountable Commissioning Superintendents and, through them, commissioning engineers, technicians, and vendor personnel.
  • Ability to travel to job sites as needed.
  • Ability to lift up to 50 pounds unassisted, work at heights using ladders, scaffolds, aerial lifts, catwalks, and other safe platforms, and work in extreme weather and outdoor or indoor conditions.
  • Ability to work a 40-hour week, with overtime and off-hour shifts as required.
  • Bachelor’s degree in Electrical or Mechanical Engineering, Construction Management, or a related technical field; equivalent hands-on commissioning experience will be considered.

Nice To Haves

  • Commissioning credentials such as ACG Certified Commissioning Authority (CxA), BCA Certified Building Commissioning Professional (BCxP), or AEE Certified Commissioning Professional (CCP).
  • OSHA 30-hour training.
  • NFPA 70E training.

Responsibilities

  • Lead safe startup and commissioning of building and process systems, from factory witness testing and installation verification through energization, functional performance testing, and integrated systems testing.
  • Lead safety, quality, schedule, staffing, material control, and field-based procurement for startup and commissioning, including temporary power, load banks, test equipment, and specialty vendor/OEM services.
  • Plan and direct pre-commissioning testing programs and startup procedures, including the Commissioning Plan, prefunctional checklists, test scripts, and energization and turnover procedures.
  • Partner with preconstruction and project teams early to define commissioning scope, sequence of operations, and turnover strategy, and incorporate commissioning requirements into schedules, budgets, and subcontract scopes.
  • Serve as lead commissioning party when RMCI holds that scope, or coordinate with an Owner-appointed Commissioning Authority/Agent, aligning owners, design teams, Corbins and other trade partners, and vendors on test plans, responsibilities, and acceptance criteria.
  • Lead energization readiness by verifying installation completeness and documentation, including terminations, torque, insulation resistance, and electrical acceptance testing, and coordinate utility and OEM participation in accordance with Nox Group electrical safety requirements.
  • Plan and lead Level 4 functional performance testing and Level 5 integrated systems testing, including failure-mode, load-bank, and black-start scenarios for critical power and cooling systems, along with process performance and acceptance testing for water/wastewater, semiconductor, and industrial facilities.
  • Coordinate integration and testing of BMS, EPMS, SCADA/PLC, and fire/life safety systems to verify sequences of operation, alarms, and interlocks.
  • Review design documents, submittals, and design changes for commissionability and operational intent, and provide input to Engineering and the design team.
  • Develop and maintain startup/commissioning schedules and milestones in Primavera P6, integrating them into the project schedule and identifying sequencing, utility, and long-lead constraints.
  • Direct, develop, and coach Commissioning Superintendents and startup/commissioning staff; assign and coordinate work, set performance expectations, and develop future commissioning leaders.
  • Plan commissioning staffing across projects, including resource allocation, onboarding, and rotational coverage, and partner with HR on recruiting.
  • Manage issues and deficiency logs through closure, driving timely resolution with trade partners and vendors and escalating risks to project leadership.
  • Manage commissioning documentation, test records, and turnover packages, including O&M manuals, training, as-builts, and closeout materials, to support Owner acceptance, warranty, and certificate of occupancy or permit to operate.
  • Plan and coordinate Owner operations and maintenance training and the transition to operations.
  • Partner with HSE and Quality to ensure compliance with LOTO/hazardous energy control, permit-to-work, and site-specific safety requirements, and incorporate quality verification into commissioning.
  • Develop and manage commissioning budgets and forecasts for labor, vendor/OEM services, and rental equipment, and support change and cost tracking.
  • Develop and continually improve RMCI commissioning standards, templates, and lessons learned.
  • Serve as a technical resource and primary commissioning representative in client meetings, owner walkthroughs, and executive reviews.
