About The Position

The State of Connecticut, Department of Banking (DOB) is accepting applications to hire a Staff Attorney 2 to join our Financial Institutions Division. This role involves performing advanced, complex, and interesting legal work relating to all sectors of the financial services industry regulated by the Department. Responsibilities include preparing legal opinions and other documents, crafting and reviewing legislation, working closely with management, examination staff, other state and federal regulatory agencies, and the Attorney General’s office. The position also provides legal support for agency review of applications and transactions, participates in educational activities, and assists in other legal matters of the Department as directed by management. The Connecticut Department of Banking is the primary state regulator for state-chartered banks and credit unions, securities, and consumer credit, with a mission to protect users of financial services from unlawful or improper practices. The Financial Institutions Division specifically supervises various financial entities and licenses foreign banking organizations, and analyzes applications for new charters, acquisitions, mergers, and other corporate changes.

Requirements

  • Two (2) years of experience in the practice of law.
  • Incumbents in this class must be admitted to practice law in the State of Connecticut.
  • Considerable knowledge of legal principles, practices and procedures in Connecticut.
  • Considerable knowledge of legal research techniques.
  • Considerable knowledge of the Uniform Administrative Procedures Act.
  • Ability to interpret and apply relevant state and federal laws, statutes, regulations and legislation.
  • Ability to interpret and apply relevant agency policies and procedures.
  • Knowledge of the rules of evidence.
  • Knowledge of criminal and constitutional law and legislative process.
  • Considerable interpersonal skills.
  • Considerable oral and written communication skills.
  • Considerable ability to apply judicial decisions to the interpretation of statutes.
  • Considerable ability to comprehend, analyze and organize technical data and coordinate elements of legal cases.

Responsibilities

  • Perform advanced, complex, and interesting legal work relating to all sectors of the financial services industry regulated by the Department.
  • Prepare legal opinions and other documents.
  • Help craft and review legislation to be considered by the Connecticut General Assembly.
  • Work closely with management, examination staff, and other state and federal regulatory agencies, as well as with the Attorney General’s office.
  • Provide legal support associated with agency review of applications and transactions.
  • Participate in the conduct of various educational activities, including presentations to the agency and other outside groups.
  • Assist in all other legal matters of the Department as directed by management.
  • Researches, interprets, analyzes and applies complex and conflicting laws and regulations, case law and legal principles.
  • Acts as hearing officer or represents agency in formal administrative and public proceedings on a full range of cases involving complex legal and technical issues.
  • Negotiates and drafts settlement agreements.
  • Drafts advisory opinions, rulings, decisions, recommendations, findings, legislation, statutes, regulations, publications and other related legal documents.
  • Assists in the preparation and presentation of trials and appeals.
  • Consults with the Office of the Attorney General on legal issues.
  • Researches complex legal issues.
  • Conducts investigations and enforcement proceedings.
  • Prepares comprehensive reports for use in administrative and court proceedings.
  • Prepares pleadings and other court papers.
  • Interprets and applies complex or conflicting laws and regulations, case law and legal principles.
  • Provides legal guidance when duly authorized.
  • Provides input into policy formation.
  • Reviews court decisions, new and proposed laws and regulations to determine impact on agency operations.
  • Prepares and maintains precedent manuals.
  • Reviews legal and other related documents for legal sufficiency.
  • May testify at or monitor legislative proceedings.
  • May represent agency in court when authorized.
