About The Position

The Sr. Vice President, Capital Programs provides executive leadership and accountability for the Agency’s capital program, overseeing transit investments from planning and environmental review through design, construction, activation, and closeout. The role advances the Capital Improvement Program and long-range investment objectives. The position leads multidisciplinary teams and oversees consultants, contractors, and partners delivering complex rail, bus, streetcar, micromobility, commuter rail, facility, and related infrastructure projects. It ensures safe, efficient delivery in compliance with scope, budget, schedule, quality, regulatory requirements, and the Agency’s strategic and financial commitments. As a key executive representative, the role collaborates with internal departments, government and funding partners, community stakeholders, and elected officials while promoting accountability, innovation, collaboration, risk management, and continuous improvement.

Requirements

Bachelor's degree from an accredited college or university in Engineering, Planning, Public Administration, Architecture, Construction Management, or a related field.
Eight (8) years of progressively responsible leadership experience managing large-scale capital programs, infrastructure development, transportation projects, engineering, construction, or related public-sector initiatives, including responsibility for budget, schedule, risk, and organizational performance.
Demonstrated experience leading complex transit, transportation, infrastructure, facilities, or public works projects utilizing a variety of project delivery methods, including Design-Bid-Build, Design-Build, Progressive Design-Build, Construction Manager at Risk, or similar approaches.
Comprehensive knowledge of capital program management, project controls, construction management, contract administration, financial management, risk management, and organizational leadership principles.
Knowledge of federal, state, and local regulations affecting transportation infrastructure projects, including environmental review, and permitting requirements.
Demonstrated ability to provide executive leadership for large, multidisciplinary teams while fostering collaboration, accountability, and high performance.
Strong strategic thinking, problem-solving, negotiation, decision-making, and organizational skills.
Exceptional oral, written, and presentation skills with the ability to communicate effectively with executive leadership, governing boards, elected officials, regulatory agencies, community stakeholders, and industry partners.
Ability to analyze complex technical, financial, operational, and organizational issues and develop effective solutions.
Ability to manage multiple priorities in a dynamic environment while maintaining focus on results, customer service, and organizational objectives.
Proficiency with project management technologies, program controls systems, Microsoft Office applications, and related business software.

Nice To Haves

Master's degree preferred.
Professional Engineer (PE), AICP, PMP, CCM, or other relevant professional certification preferred.

Responsibilities

Provides executive leadership and oversight for planning, environmental review, design, construction, and implementation of capital projects and programs.
Directs the delivery of the Agency's Capital Improvement Program, ensuring capital investments are executed in accordance with approved scope, budget, schedule, quality, safety, and performance objectives.
Leads multidisciplinary teams responsible for project planning, engineering, environmental compliance, design management, construction management, program controls, and project activation.
Ensures effective coordination among internal departments, consultants, contractors, regulatory agencies, utility providers, local jurisdictions, and other project stakeholders.
Establishes and maintains project delivery methodologies, standards, procedures, controls, and performance measures that promote consistency, accountability, and operational excellence.
Oversees the capital program’s finances and resources by managing budgets, staffing, costs, forecasts, and financial results to ensure Agency funds are used responsibly.
Identifies potential project problems early and takes action to address budget overruns, schedule delays, changes in project scope, and other delivery issues.
Oversee environmental compliance activities and regulatory approvals, ensuring adherence to the National Environmental Policy Act (NEPA) and all applicable federal, state, and local requirements.
Directs consultant, contractor, and vendor procurement activities and oversees contract administration, negotiations, change management, and performance monitoring.
Collaborates with Finance, Government Relations, and external funding partners to support grant development, funding applications, reimbursement programs, and capital funding strategies.
Serves as an executive representative for capital project delivery before the Board of Directors, local governments, regulatory agencies, community organizations, business partners, and other stakeholders.
Make sure projects follow the proper review and approval steps, including managing changes and addressing risks.
Promotes a culture of safety, quality, innovation, accountability, and continuous improvement across all capital programs and projects.
Develops and mentors leadership staff, supports succession planning initiatives, and fosters high-performing, collaborative teams committed to achieving organizational objectives.
Monitors industry trends, emerging technologies, project delivery methods, and best practices to enhance program performance and organizational effectiveness.
