About The Position

Swingtech Consulting, Inc. is seeking an experienced Senior Technical Project Manager / Scrum Master to support a multi-agency enterprise AI engineering program for the U.S. Department of Labor. The role coordinates program management, staffing, Agile delivery, quality, reporting, risk and issue management, labor-hour stewardship, transition, continuity, and stakeholder engagement across agency-aligned AI delivery teams. The role coordinates with Government stakeholders and agency teams while preserving Government control over mission priorities, funding, architecture, security, privacy, accessibility, Responsible AI, authorization, release, and acceptance. The position is hybrid and requires working onsite in Washington, DC, at least three days per week, with availability during Government core hours. Applicants must be U.S. citizens or Green Card holders and local to the DMV area.

Requirements

  • Bachelor’s degree in project management, business administration, information systems, computer science, engineering, public administration, or a related discipline.
  • Four or more years of experience managing IT projects, software-development programs, Agile delivery teams, digital modernization initiatives, data programs, cloud programs, or comparable technical work.
  • Experience leading Agile planning, backlog management, sprint ceremonies, demonstrations, retrospectives, risk reviews, and delivery reporting.
  • Experience coordinating work across product owners, architects, developers, AI/ML engineers, data engineers, business analysts, testers, cybersecurity personnel, and Government stakeholders.
  • Experience managing staffing, schedules, risks, issues, dependencies, quality, deliverables, labor usage, forecasts, and stakeholder communications.
  • Experience supporting labor-hour contracts or comparable delivery environments requiring careful management of hours, ceilings, funding, scope, and forecasts.
  • Demonstrated ability to manage multiple concurrent workstreams, priorities, stakeholders, and dependencies.
  • Experience preparing Government-facing status reports, decision briefs, risk reports, delivery forecasts, review materials, and executive-level presentations.
  • Experience managing transition-in, onboarding, access dependencies, team continuity, backfill, knowledge transfer, and transition-out activities.
  • Strong leadership, facilitation, written communication, organizational, analytical, conflict-resolution, and stakeholder-management skills.
  • Ability to work onsite in Washington, DC, at least three days per week and remain available during Government core hours.
  • Must be a U.S. citizen or Green Card holder and local to the DMV area.

Responsibilities

  • Serve as the primary program-management interface for daily operational matters and coordinate with the Contracting Officer, COR, Federal Project Manager, agency product owners, technical leads, and other Government stakeholders.
  • Maintain an integrated program-management framework covering staffing, schedule, delivery cadence, quality, reporting, risks, issues, dependencies, decisions, labor usage, funding, deliverables, and transition activities.
  • Coordinate delivery across agency-aligned teams while preserving Government control over mission priorities, funding, architecture, security, privacy, accessibility, Responsible AI, authorization, release, and acceptance.
  • Establish and maintain the program roadmap, agency delivery plans, management records, communication plan, quality-control interfaces, risk-management processes, reporting cadence, repositories, and escalation procedures.
  • Work with Government product owners and Senior AI/ML Engineers to convert priorities into executable delivery plans based on authorized scope, capacity, technical dependencies, environment readiness, access, approvals, and current evidence.
  • Facilitate or oversee Agile ceremonies, including daily team synchronization, backlog refinement, sprint planning, sprint reviews, demonstrations, retrospectives, and cross-agency program reconciliation.
  • Ensure backlogs include clear outcomes, users, acceptance criteria, accountable owners, labor estimates, authorized agency and CLIN assignments, dependencies, governance evidence, testing requirements, and definitions of done.
  • Coordinate weekly program-level reviews of demand, team capacity, risks, dependencies, decisions, deliverables, labor usage, forecasts, and cross-agency resource needs.
  • Prepare and facilitate monthly status reviews and other recurring Government program reviews.
  • Maintain integrated records of risks, actions, issues, dependencies, decisions, owners, due dates, impacts, mitigation actions, escalation status, and closure evidence.
  • Identify and communicate schedule, staffing, quality, security, privacy, accessibility, authorization, technical, contractual, and Government dependency risks before they affect delivery.
  • Coordinate timely Government decisions by documenting the decision required, options, recommendation, affected work, labor and schedule impacts, and required decision date.
  • Manage staffing, onboarding, suitability-package coordination, access dependencies, continuity, retention, substitution, backfill, and knowledge-transfer activities.
  • Coordinate Key Personnel coverage and ensure a designated senior technical point of contact remains available for each supported agency.

  • Reconcile labor charges, forecasts, funded ceilings, delivery plans, completed work, and accepted outcomes.
  • Identify potential scope growth or changes and ensure work outside authorized scope is not performed without appropriate Contracting Officer direction.
  • Maintain deliverable schedules, quality-review status, submission records, Government comments, corrective actions, resubmissions, and acceptance status.
  • Establish and monitor quality-control practices, readiness criteria, definitions of done, peer-review procedures, internal checks, corrective actions, and non-recurrence measures.
  • Coordinate preparation and maintenance of management plans, reports, transition documents, quality records, labor reports, risk records, dashboards, and supporting program artifacts.
  • Ensure reporting accurately reflects delivery status, completed and accepted work, blockers, attributable Government dependencies, staffing, quality, labor usage, forecasts, and decisions.
  • Coordinate technical and governance reviews so architecture, security, privacy, accessibility, Responsible AI, legal, records, and authorization requirements are addressed before production release.
  • Support release-readiness planning while recognizing that Swingtech prepares evidence and recommendations and authorized Government officials retain approval and residual-risk authority.
  • Lead transition-in activities, including kickoff, staffing, Government information review, stakeholder alignment, access tracking, repository setup, initial backlog formation, reporting setup, and establishment of program controls.
  • Plan and manage activation of optional agency support after written Government authorization, including staffing, discovery, onboarding, capacity analysis, dependencies, and integration into the common program-management framework.
  • Maintain continuity through documented procedures, paired ownership, backup assignments, current repositories, tested runbooks, configuration records, and ongoing knowledge transfer.
  • Plan and coordinate transition-out activities, including transfer of documentation, source code, configuration, data, model and prompt artifacts, runbooks, administrative access, open issues, operational knowledge, and Government property.
