Caladwich is seeking a highly motivated, customer-focused Senior Technical Analyst to support the U.S. Coast Guard’s Reimbursable Management Division (CG-835) in the execution, oversight, and modernization of Interagency Agreements (IAA), Interagency Reimbursable Work Agreements (IRWA), and Assisted Acquisition programs. Requirements

  • Bachelor’s degree in Business, Finance, Public Administration, Information Systems, or related field (or equivalent experience); must demonstrate professionalism, strong organization skills, and ability to work independently in a fast-paced environment.
  • Minimum 5+ years of experience supporting federal financial management, program management, reimbursable agreements, acquisitions, or related government operations.
  • Demonstrated experience with federal financial systems and platforms such as G-Invoicing, ERP systems, SharePoint, Microsoft Office Suite, and data reporting tools such as Power BI.
  • Strong working knowledge of federal appropriations law, interagency agreements, reimbursable funding processes, FAR, DHS/USCG financial policies, and internal controls.
  • Proven ability to analyze complex data, solve operational problems, prepare executive-level reports, and communicate effectively with senior leaders and stakeholders.
  • Must be a US Citizen
  • Ability to obtain and maintain a favorable background investigation or security clearance as required by the contract.
  • Must be able to pass background investigations including a FBI fingerprint check and a National Agency Check with Inquires (NACI) adjudication.

Responsibilities

  • Lead the full lifecycle management of Interagency Agreements (IAA), IRWA, and Assisted Acquisition projects from initiation through closeout.
  • Develop project plans, schedules, milestones, dashboards, and status reports to track performance and deliverables.
  • Analyze business processes and implement improvements to increase efficiency, reduce cycle times, and strengthen internal controls.
  • Prepare executive briefings, strategic reports, and recommendations for senior leadership decision-making.
  • Serve as the primary liaison between program offices, financial teams, contracting staff, and external federal partners.
  • Identify program risks, compliance gaps, funding issues, and develop mitigation or corrective action plans.
  • Support modernization efforts through automation, SharePoint, Power Platform tools, G-Invoicing enhancements, and change management initiatives.
  • Prepare, review, route, and track IAA, IRWA, GT&C (7600A), and Order (7600B) agreement packages.
  • Monitor funding actions, obligations, collections, receivables, UDOs, and agreement balances for accuracy and timely execution.
  • Reconcile financial data across systems such as FSMS, APMS, G-Invoicing, SharePoint, and internal trackers.
  • Respond to customer inquiries regarding agreement status, billing, documentation requirements, and closeout actions.
  • Produce weekly, bi-weekly, monthly, and ad hoc reports on agreement activity, financial status, and operational metrics.
  • Maintain complete electronic files, audit-ready documentation, records repositories, and transaction histories.
  • Troubleshoot transaction errors, resolve discrepancies, and escalate urgent funding or compliance issues as needed.
