About The Position

Western Door Federal is seeking a Sr. Technical Advisor to support the Department of Defense (DoD) HIV/AIDS Prevention Program (DHAPP) within the Defense Health Agency (DHA). This position supports DHAPP's global mission by providing technical leadership, strategic oversight, and operational coordination across multiple international HIV programs. The Sr. Technical Advisor works closely with the Branch Chief to oversee branch operations, provide technical guidance, support country programs, and ensure successful execution of DHAPP priorities. The position serves as a senior technical advisor and leader responsible for coordinating technical assistance, monitoring program performance, and supporting cross-functional collaboration across DHAPP.

Requirements

  • Master's degree in Public Health, Medicine, Nursing, Epidemiology, International Health, Health Sciences, or related field.
  • Minimum ten (10) years of progressively responsible experience supporting international public health, HIV/AIDS, infectious diseases, or global health programs.
  • Minimum three (3) years of supervisory or senior leadership experience managing multidisciplinary teams.
  • Demonstrated experience supporting Department of Defense, Defense Health Agency, PEPFAR, CDC, USAID, Department of State, or comparable international public health programs.
  • Extensive knowledge of HIV prevention, treatment, laboratory systems, monitoring and evaluation, implementation science, and health systems strengthening.
  • Experience reviewing technical proposals, SOWs, budgets, implementation plans, and program performance.
  • Demonstrated ability to analyze technical data and translate findings into strategic recommendations.
  • Excellent written, verbal, and interpersonal communication skills.
  • Proven ability to build collaborative partnerships across multiple organizations and cultures.
  • Ability to manage multiple high-priority initiatives in a fast-paced operational environment.
  • Must be eligible to obtain and maintain a Common Access Card (CAC), Department of Defense network access, and any required security clearance associated with the position.

Nice To Haves

  • Doctoral degree (DrPH, PhD, MD, DO, DNP) preferred.
  • Prior Department of Defense or military experience.
  • Experience supporting partner nation military health systems.
  • Experience with Tableau, SIMS, MER indicators, and DHAPP information systems.
  • Experience managing international technical assistance programs.
  • PMP, Lean Six Sigma, or comparable leadership certification.
  • Foreign language proficiency desirable.

Responsibilities

  • Provide strategic leadership and management of the Technical Programs Branch while ensuring alignment with DHAPP priorities, Department of Defense objectives, PEPFAR guidance, and global HIV technical standards.
  • Develop, implement, and maintain the annual Technical Programs Branch Work Plan, adjusting priorities based on evolving mission requirements.
  • Identify programmatic risks and implement mitigation strategies that support mission continuity and operational success.
  • Serve as the senior technical advisor to DHAPP leadership on technical program planning, implementation, and organizational priorities.
  • Provide technical oversight for HIV prevention, testing, laboratory systems, treatment, viral load monitoring, PMTCT, PrEP, TB/HIV integration, differentiated service delivery, cervical cancer, health systems strengthening, and related technical activities.
  • Review and provide technical guidance on Statements of Work (SOWs), Funding Opportunity Announcements (FOAs), grant phase renewals, technical proposals, budgets, concept papers, and implementation strategies.
  • Ensure technical products comply with DHAPP, DoD, PEPFAR, CDC, WHO, and other applicable guidance.
  • Monitor branch performance using approved DHAPP systems, including Tableau, SIMS, MER indicators, Quarterly Technical Reviews (QTRs), and other analytical tools.
  • Analyze technical and programmatic data to identify trends, gaps, risks, and opportunities for improvement.
  • Lead quality improvement initiatives and recommend evidence-based solutions that strengthen program performance and sustainability.
  • Promote continuous process improvement and innovation throughout the Technical Programs Branch.
  • Supervise, mentor, coach, and evaluate Deputy Branch Chiefs, Program Support Officers, Technical Advisors, and assigned personnel.
  • Foster collaboration, accountability, professional development, succession planning, and high-performing teams.
  • Delegate assignments appropriately while maintaining overall responsibility for branch performance and deliverables.
  • Coordinate technical activities across Country Programs, Strategic Information, Epidemiology, Fiscal and Budget Operations, and Office Operations.
  • Develop and maintain collaborative relationships with DHAPP leadership, Defense Health Agency personnel, implementing partners, U.S. Government agencies, U.S. Embassies, partner nation militaries, and international organizations.
  • Represent DHAPP during senior leadership meetings, technical working groups, conferences, Communities of Practice (CoPs), and international engagements.
  • Lead technical training initiatives, webinars, Monthly Technical Discussions (MTDs), Communities of Practice, and professional development activities.
  • Promote adoption of current HIV technical guidance, implementation science, and evidence-based best practices.
  • Support development and maintenance of Technical Branch knowledge management resources.
  • Conduct CONUS and OCONUS Temporary Duty (TDY) travel to provide technical assistance, conduct program assessments, strengthen partnerships, and support DHAPP mission requirements.
  • Represent DHAPP with partner nation militaries, implementing partners, and international stakeholders while advancing Department of Defense global health objectives.
  • Support organizational change by developing interim guidance and adapting branch priorities during evolving Department of Defense and PEPFAR requirements.
  • Perform other duties as assigned in support of Western Door Federal, DHAPP, and Defense Health Agency mission requirements.
