As Sr. Development Strategy Manager, you will play a key role in realizing our ambitions while building both the future of Vopak and your own. Your Mission The Sr. Strategy Development Manager plays a critical role in shaping and executing the long-term growth trajectory of Vopak’s USA & Canada Business Unit. Bridging high-level strategic planning, market intelligence, and deal execution, this role is responsible for identifying inorganic growth opportunities (M&A, asset acquisitions, joint ventures), evaluating bulk liquid terminal infrastructure, leading market/competitor intelligence, and managing performance analytics across the region. The position serves as a strategic advisor to executive leadership, providing data-driven market insights and guiding transactions from initial thesis through due diligence, deal execution, and post-merger integration.

Requirements

  • Bachelor’s degree in Business Management, Finance, Economics, Engineering, Mathematics, or Supply Chain
  • Minimum 7 years of relevant professional experience, with 5+ years specializing in strategy, business intelligence, corporate development, M&A, or infrastructure investment.
  • Direct experience in bulk liquid storage, midstream oil/gas, petrochemical logistics, or terminal infrastructure is highly preferred.
  • Track record of leading financial modeling, market analysis, and due diligence for corporate or asset deals.
  • Advanced infrastructure valuation (DCF, terminal EBITDA multiples), financial modeling, and tariff/contract structure analysis.
  • Strong understanding of bulk liquid terminal operations (heating, blending, vapor recovery) and environmental regulations (EPA, OSHA, Coast Guard).
  • High proficiency in data extraction and visualization (Google Workspace/MS Office, Qlik Sense, CRM systems).
  • Proven cross-functional leadership, resilience, ability to manage ambiguity, self-starter mindset, and clear executive communication skills.

Responsibilities

  • Strategy Development & Asset Sourcing: Research energy, chemical, and bulk liquid markets and regional trade flows to build a pipeline of viable strategic acquisition targets, joint ventures, and expansion opportunities.
  • Monitor regional capacity supply/demand dynamics, competitor expansions, socio-economic trends, and macro-economic factors to update the Americas Division strategy and annual commercial plan.
  • Initiate discussions, challenge assumptions, and influence strategic decision-making to identify new avenues for growth.
  • Cultivate relationships with local operators, port authorities, industrial landowners, and external intelligence news services to generate proprietary deal flow.
  • Financial Modeling, Valuation & Business Cases: Build asset-level financial models tailored to infrastructure economics (tariffs, throughput, ancillary fees), assessing synergies and investment return cases.
  • Create scenarios, proxies, and market projections (EBITDA, DCF, spot vs. Take-or-Pay structures) despite market ambiguity.
  • Evaluate capital expenditure (CapEx) requirements for terminal expansion, tank repurposing, asset integrity, and environmental compliance.
  • Assist team in business development opportunities and verify assumptions for Project Investment Proposals (PIPs).
  • Due Diligence & Deal Execution: Lead cross-functional due diligence teams (Engineering, EHS, Commercial, Legal, Finance) evaluating asset integrity, connectivity (pipeline, rail, water), customer concentration, and permitting risks.
  • Manage daily transaction workflows from screening to closing, drafting investment memoranda, business cases, and Letters of Intent (LOIs) for executive and board approval.
  • Support post-merger integration planning, service twin alignment with Operations, and long-term value creation tracking.
  • Business Intelligence & Commercial Performance Management: Lead the collection, quality control, and analysis of customer, competitor, market, and financial data across the BU.
  • Consolidate and report monthly commercial performance KPIs (revenues, EBITDA, pipelines, vulnerability, and customer survey results).
  • Act as a key link to the Vopak Global Business Intelligence network and maintain internal commercial tools (CRM, Qlik Sense, Smartsheet).
