About The Position

Maintains and enhances the OBIWAN Oracle Analytics application and reporting environment while protecting the stability of a mission-critical federal financial platform. The position performs systems analysis, software and report development, limited approved enhancements, defect correction, testing, configuration and release management, documentation, production support, and Tier 3 troubleshooting using FAA-approved SDLC and Agile/DevSecOps practices. Requirements

  • Expertise with Oracle Analytics Server, OBIEE, enterprise reporting, metadata/semantic modeling, dashboards, catalog management, and report performance tuning.
  • Strong Oracle SQL and PL/SQL skills, including complex queries, joins, analytic functions, data validation, and troubleshooting across enterprise data models.
  • Hands-on experience with software-development lifecycle controls, requirements analysis, design, coding/configuration, testing, defect management, release management, and production support.
  • Experience using Git, JIRA, Jenkins, or comparable source-control, work-management, build, and deployment tools in controlled enterprise environments.
  • Ability to diagnose cross-layer issues involving reports, application services, logical models, physical database objects, data integration, security, and infrastructure.
  • Knowledge of secure coding, vulnerability remediation, configuration control, audit evidence, and federal accessibility expectations for reports and user-facing content.
  • Strong technical writing and the ability to produce clear specifications, test documentation, runbooks, release notes, and user instructions.
  • Bachelor’s degree in computer science, information systems, software engineering, data analytics, or a related technical field; directly relevant experience may substitute for a portion of formal education.
  • At least five years of experience developing, maintaining, or supporting enterprise analytics, business-intelligence, reporting, or data-warehouse applications.
  • At least three years of hands-on experience with Oracle Analytics / OBIEE or a closely comparable enterprise BI platform.
  • Demonstrated experience with Oracle SQL/PLSQL, structured testing, configuration management, production releases, and Tier 3 application troubleshooting.
  • Experience supporting financial, accounting, budget, procurement, or other mission-critical reporting environments.

Nice To Haves

  • Oracle Analytics Server, OBIEE, Oracle Database, or related Oracle certification.
  • Experience with FAA financial systems, DELPHI, PRISM, OBIWAN, or similar federal financial-reporting platforms.
  • Experience with Red Hat Linux, Oracle Data Integrator, GoldenGate, Exadata, and Oracle Enterprise Manager sufficient to troubleshoot dependencies.
  • Experience with Section 508 accessibility, federal cybersecurity controls, ATO support, code scanning, and vulnerability remediation.
  • Experience working in a small Agile team where members perform both development and production sustainment.
  • Oracle Analytics, Oracle Database/SQL, Agile, DevOps, Security+, or comparable technical certifications are preferred when supported by relevant experience.

Responsibilities

  • Maintain OBIWAN application software, Oracle Analytics Server (OAS) and OBIEE reports, dashboards, catalog content, semantic models, application configurations, and supporting code across development, test, staging, and production environments.
  • Analyze approved business requirements, technical requirements, defects, user tickets, and data-quality issues; design and implement maintainable solutions that preserve reporting logic, performance, security, accessibility, and data integrity.
  • Develop and maintain Oracle SQL and PL/SQL queries, report logic, metadata, calculations, filters, prompts, presentation-layer objects, and interfaces supporting FAA financial and procurement reporting.
  • Maintain the Software Specification Document, design artifacts, architecture references, configuration records, release notes, user documentation, operating procedures, and technical runbooks.
  • Develop and maintain test plans, test cases, expected results, test data, regression suites, and test reports; execute unit, integration, regression, security, performance, and production-readiness testing.
  • Triage and correct defects using JIRA or other FAA-approved work-management tools; document analysis, code changes, testing evidence, resolution, and known limitations.
  • Use Git, Jenkins, JIRA, and FAA-approved configuration and release-management controls to version, build, deploy, validate, and, when required, roll back application changes.
  • Support formal production releases, maintenance windows, deployment validation, post-release monitoring, release communications, and change-control documentation.
  • Provide Tier 3 diagnostics and resolution for reports, dashboards, services, code, application behavior, access, performance, and logical-database issues; contribute to root-cause analyses and preventive controls.
  • Perform code reviews, peer reviews, configuration reviews, security-impact analysis support, vulnerability remediation, and technical quality checks before release or delivery.
  • Coordinate closely with the Database & Data Integration Engineer to ensure OAS logical and presentation-layer objects remain aligned with physical schemas, source data, integration logic, and reconciliation results.
  • Collaborate with infrastructure, cybersecurity, ServiceNow support, FAA source-system teams, other contractors, and authorized stakeholders to maintain continuous operations and controlled change.
  • Provide technical content for Monthly O&M Reports, Monthly Status Reports, security assessments, test deliverables, root-cause analyses, transition documentation, and ad hoc FAA requests.
  • Participate in role-based knowledge transfer, maintain annotated runbooks, and cross-train other team members on application operations and recovery procedures.
