About The Position

Community Support Services (CSS) transforms lives and community by supporting veterans, ending homelessness, treating substance use, and preventing and intervening in community and domestic violence. As a department in Mecklenburg County’s Health and Human Services Agency, CSS maximizes community partnerships and collaborative opportunities to improve access to services and advocate for the needs of special populations. Position Specific Information A Home For All (AHFA) is a community-wide initiative designed to address the full continuum of housing needs from homelessness response to prevention, stabilization, and long-term housing stability. The initiative supports individuals and families who are experiencing homelessness as well as those who are currently housed but at risk of housing instability, ensuring access to services, resources, and supports that promote long-term stability. Foundation For The Carolinas is a key partner in supporting the initiative through private fundraising to complement and maximize public investments and address system gaps. The Coordinated Entry System (CES) is a comprehensive, person-centered approach used to manage access to housing and supportive services for individuals and families experiencing a housing crisis. Developed by the U.S. Department of Housing and Urban Development (HUD), CES ensures fair and equitable access to assessment, referral, and prioritization based on vulnerability, strengths, and needs. Within AHFA, CES operates as a critical system component while being integrated with upstream prevention, diversion, and stabilization strategies for households at risk of entering homelessness. This position plays a key role in bridging homelessness response, prevention, and housing stability efforts across AHFA-funded and emerging programs. The Sr. Social Services Manager will support the Division Director in the coordination across CES resources for households who are at risk of homelessness and/or housing unstable, homelessness exit pathways, and upstream prevention and stabilization programs. This includes oversight and integration of existing AHFA-funded programs as well as new initiatives designed to strengthen housing stability across the continuum. Housing Innovation & Stabilization Services (HISS) Division of Community Support Services provides leadership, guidance, and services to the community as it relates to the homeless response system, which includes housing stability for vulnerable populations. This work is completed by making data-driven decisions, implementing and monitoring of best and promising practices, and providing direct services. This position is full time onsite at 3205 Freedom Drive, Charlotte, NC 28208.Typical work hours are Monday – Friday from 8:00 AM to 5:00 PM, with flexibility required for meetings, etc. Position Summary Plan, develop, and manage human services programs. This senior-level position is responsible for organizing staff to effectively carry out program activities; implementing program design, development and strategic planning; and ensure compliance with program requirements.

Requirements

  • Minimum of seven years of experience in area of assignment and two years of supervisory experience.
  • Bachelor’s degree in human services or related field.
  • Requires a valid North Carolina or South Carolina Driver's License
  • Requires County Driving Privileges
  • Knowledge of general social work principles and available resources
  • Knowledge of social services procedures, practices and methods
  • Knowledge of social services related to federal, state and local laws, rules and regulations relating to provision of public assistance, and social welfare
  • Knowledge of case management methods and techniques
  • Knowledge of services offered by the county and other local public and private community-based service agencies

Nice To Haves

Responsibilities

  • Manage and evaluate assigned staff; process and resolve employee concerns and problems; direct work; coach, counsel, and mentor staff; complete employee performance appraisals; conduct interviews and make hiring recommendations
  • Ensure operational efficiency while meeting local, State and Federal guidelines
  • Develop new program policies and procedures that are continually incorporated into the division
  • Responsible for budgeting, strategic planning, goal setting, measurement, hiring, retaining staff, and ensuring adequate training needs are met
  • Develop procedures to meet department or program goals, ensuring adherence to regulatory guidelines
  • Review information with teams or staff members to provide guidance and direction in the delivery of services
  • Establish performance objectives, conduct periodic reviews and monitor progress
  • Provide consultation to staff in complex case situations, acute emergencies, or cases which require a high-level decision
  • Review and analyze activity reports and statistics for continuous assessment and improvement of program operation
  • Identify information and resources necessary to assess community needs
  • Assist in the development and implementation of program procedures and policies
  • Coordinate and align services and activities to monitor performance through data collection and reporting
  • Participation on committees and work groups both internally and with community partners as needed
  • May be required to staff shelters in the event of a disaster
