About The Position

Community Support Services (CSS) transforms lives and community by supporting veterans, ending homelessness, treating substance use, and preventing and intervening in community and domestic violence. As a department in Mecklenburg County’s Health and Human Services Agency, CSS maximizes community partnerships and collaborative opportunities to improve access to services and advocate for the needs of special populations. Position Specific Information A Home For All (AHFA) is a community-wide initiative that addresses the full continuum of housing needs, including homelessness response, prevention, stabilization, and long-term housing stability. The initiative supports individuals and families who are experiencing housing instability or homelessness, ensuring access to services and resources that promote long-term stability. Foundation For The Carolinas is a key partner in supporting AHFA by engaging private funding to enhance and maximize public investments and address system gaps. Mecklenburg County serves as the Collaborative Applicant for the Charlotte-Mecklenburg Continuum of Care (CoC), which is authorized by the U.S. Department of Housing and Urban Development (HUD). The CoC promotes a community-wide commitment to ending homelessness while also strengthening system coordination to prevent housing loss and support stability. Through coordinated funding and partnerships with nonprofit providers and state and local governments, the CoC works to rapidly rehouse individuals and families experiencing homelessness, promote access to mainstream resources, and support pathways toward self-sufficiency. This position will map, align, and support programmatic work across both the CoC and A Home For All, with an emphasis on coordination between homelessness response, prevention, and housing stabilization efforts. The Social Services Manager will assist in the development, implementation, and monitoring of programs, and will create and oversee policies and procedures to ensure fidelity, consistency, and effectiveness across funded initiatives. This position will support the Senior Social Services Manager in developing goals and strategies for the CoC Board and will lead training and technical assistance for funded agencies and other partners seeking to engage in the homelessness and housing stability system. Housing Innovation & Stabilization Services (HISS) Division of Community Support Services provides leadership, guidance, and services to the community as it relates to the homeless response system, which includes housing stability for vulnerable populations. This work is completed by making data-driven decisions, implementing and monitoring of best and promising practices, and providing direct services. This position is full time onsite at 3205 Freedom Drive, Charlotte, NC 28208. Typical work hours are Monday – Friday from 8:00 AM to 5:00 PM, with flexibility required for meetings, etc. Position Summary Plan, coordinate, and manage human services programs. This position is responsible for organizing staff to effectively carry out program activities; implementing program design, development and strategic planning; and ensure compliance with program requirements.

Requirements

  • Minimum of six years of experience in area of assignment, including one year of supervisory experience or completion of an approved supervisory training program.
  • Bachelor's Degree in Human Services or related field.
  • Requires a valid North Carolina or South Carolina Driver's License
  • Requires County Driving Privileges

Responsibilities

  • Manage and evaluate assigned staff; process and resolve employee concerns and problems; direct work; coach, counsel, and mentor staff; complete employee performance appraisals; conduct interviews and make hiring recommendations
  • Develop procedures to meet department or program goals, ensuring adherence to regulatory guidelines
  • Review information with teams or staff members to provide guidance and direction in the delivery of services
  • Establish performance objectives, conducts periodic reviews and monitors progress
  • Monitor budget activities and adjusts expenditures and makes recommendations as appropriate
  • Review and audit staff cases and workloads to prioritize duties and referrals for new cases
  • Provide consultation to staff in complex case situations, acute emergencies, or cases which require a high-level decision
  • Complete monthly and quarterly program reports; review and analyze reports and statistics for continuous awareness of program operation
  • Develop program goals, objectives, and strategies to provide direct assistance to customers
  • Identify information and resources necessary to assess community needs
  • Plan and assign responsibility for staff orientation and development
  • May be required to staff shelters in the event of a disaster
