About The Position

gTANGIBLE Corporation (gTC) is a Government contractor providing services and solutions in National Security Programs, Professional, Administrative, and Management Support, and Mission and Warfighter Support. They are a Service-Disabled Veteran-Owned Small Business (SDVOSB) with experienced leadership. This position is contingent and full-time, located at the Mid-Atlantic Regional Maintenance Center (MARMC) in Norfolk Naval Shipyard, Portsmouth, VA, requiring a Secret security clearance.

Requirements

  • Bachelor's degree in management, Business or Public Administration or equivalent certification (e.g., PMI-Schedule Analyst, Project Management Professional (PMP).
  • Minimum of 5 or more years' experience in engineering/science management, operations analysis or financial/cost analysis; and/or experience in U. S. Navy programs or operations.
  • Demonstrated familiarity with naval maintenance philosophy and policy.
  • Comprehensive and practical knowledge of ship repair scheduling processes and procedures.
  • Capability of evaluating many schedules related deliverables and providing risk assessment, and proposed corrective/mitigation measures to promote on-time delivery scheduling.
  • Practical knowledge in naval architecture, marine and mechanical, electrical and electronics, and ordinance of shipboard systems/equipment, work control requirements, production and test scheduling, and shipboard safety.
  • Practical knowledge of ship repair, overhaul and method engineering; including the ability to recognize Integrated Production and Test Schedule related problems, determine and provide recommended courses of action to the Project Manager and Chief Test Engineer Organization.

  • Physical requirements for efficient navigation aboard US Navy ships: ability to walk continuously for extended periods, traverse inclined/uneven surfaces, through/into crowded/confined areas/spaces, up and down ladders/stairs, and in areas of varying environmental qualities.
  • Adequate upper and lower-body strength necessary to climb ladders, stairs, and ramps.
  • Physical strength, agility, endurance, and mental constitution required to work aloft (as required), potentially over the side of a ship's hull, on the mast, or in superstructure areas at heights requiring a safety harness.
  • Sufficient upper and lower body strength and endurance for hand-carrying tools, parts, materials, and equipment through narrow passageways, up and down ladders, and into/out of confined spaces.

Responsibilities

  • Integrate all Alteration Installation Team (AIT), Ships Force (SF), Fleet Technical Assistance (FTA), and other activity work into the Lead Maintenance Activity (LMA) Integration Production Schedule (IPS) using tools like Microsoft Project and Primavera.
  • Evaluate and correlate data from various Management Information Systems (NMD/SMDII/AMS) for statistical analysis to implement corrective actions, establish cost controls, forecast manpower/duration for fixed, phased maintenance projects, and identify critical path work items and testing risks.
  • Develop and analyze risk to on-time delivery associated with the LMAs Integrated Production and Test Schedules.
  • Validate technical sequences and ensure test procedures are linked to appropriate key events and milestones.
  • Ensure timely adjudication of schedule-related procedure questions and test procedure integration with the Project Manager and Chief Test Engineer (CTE) organization to avoid delays.
  • Assist in restructuring the test program schedule to meet new objectives or critical path requirements in response to major schedule changes.
  • Provide recommendations to Project Teams, SF, and LMA to support IPS production.
  • As a primary SME, use knowledge of schedule and schedule risk to design, implement, and report on Integrated Production Schedule (IPS) related risk for assigned availability, tracking risks and providing recommendations and mitigation strategies.
  • Coordinate government-required actions for system restoration and testing to ensure they are complete and accurately reflected in LMA's IPS.
  • Attend the availability Work Package Integration Conference (WPIC) to review scheduled alterations and resolve integration issues.
  • Attend the Work Package Execution Review (WPER).
