About The Position

gTANGIBLE Corporation (gTC) is seeking a Sr. Schedule Analyst III (Operations Analyst) for the Mid-Atlantic Regional Maintenance Center (MARMC) at Norfolk Naval Shipyard in Portsmouth, VA. This full-time contingent position requires an active Secret Clearance. The role involves integrating various work activities into the Lead Maintenance Activity (LMA) Integration Production Schedule (IPS) using tools like Microsoft Project and Primavera. The analyst will evaluate data from Management Information Systems for statistical analysis, develop reports for corrective actions, cost controls, and manpower forecasting, and identify critical path work items and testing risks. Responsibilities include developing and analyzing risks to on-time delivery, validating technical sequences, ensuring timely adjudication of schedule-related issues, responding to major schedule changes, and providing recommendations to project teams. The analyst will also serve as a Subject Matter Expert (SME) in schedule risk, design, implement, and report on IPS-related risks, coordinate government-required actions, and attend key integration and review conferences.

Requirements

  • Bachelor's degree in management, Business or Public Administration or equivalent certification (e.g., PMI-Schedule Analyst, Project Management Professional (PMP).
  • Minimum of 5 or more years' experience in engineering/science management, operations analysis or financial/cost analysis; and/or experience in U. S. Navy programs or operations.
  • Demonstrate familiarity with naval maintenance philosophy and policy, comprehensive and practical knowledge of ship repair scheduling processes and procedures, capability of evaluating many schedules related deliverables and providing risk assessment, and proposed corrective /mitigation measures to promote on time delivery scheduling.
  • Practical knowledge in naval architecture, marine and mechanical, electrical and electronics, and ordinance of shipboard systems/equipment, work control requirements, production and test scheduling, and shipboard safety in order to assist in the evaluation and modification of the IPS and system restoration plans.
  • Practical knowledge of ship repair, overhaul and method engineering; including the ability to recognize Integrated Production and Test Schedule related problems, determine and provide recommended courses of action to the Project Manager and Chief Test Engineer Organization.

  • Contractors under the Production Department (C900) must possess the physical stamina to walk continuously for extended periods of time without experiencing significant fatigue. This includes traversing across inclined or uneven surfaces, through/into crowded/confined areas/spaces, up and down ladders/stairs, and in areas of varying environmental qualities.
  • Contractors under the Production Department (C900) must possess adequate upper and lower-body strength necessary to climb ladders, stairs, and ramps.
  • The contractor should possess the physical strength, agility, endurance, and mental constitution required to work aloft (as required). This may require the contractor perform work over the side of a ship's hull, on the mast, or in areas on the superstructure and at a height that requires the use of a safety harness.
  • This upper and lower body strength and endurance should also be sufficient for the contractor to hand-carry necessary tools, parts, materials, and equipment through narrow passageways, up and down ladders, and into/out of confined spaces.

Responsibilities

  • Integrate all Alteration Installation Team (AIT), Ships Force (SF), Fleet Technical Assistance (FTA), and other activity work into the Lead Maintenance Activity (LMA) Integration Production Schedule (IPS) by utilizing schedule-related tools and processes, such as Microsoft Project and Primavera.
  • Evaluate and correlate data from various Management Information Systems (NMD/SMDII/AMS) for statistical analysis.
  • Develop and analyze risk to on-time delivery associated with the LMAs Integrated Production and Test Schedules.
  • Validate technical sequences and ensure test procedures are linked to the appropriate key events and milestones.
  • Ensure timely adjudication of schedule-related procedure questions and test procedure integration are complete to avoid work/test delays.
  • Respond to major changes in schedules by assisting in the restructuring of the test program schedule to meet new objects or critical path requirements.
  • Provide necessary recommendations to the Project Teams, SF and LMA in support of IPS production.
  • Employ knowledge of schedule and schedule risk to design, implement and report on Integrated Production Schedule (IPS) related risk for the availability assigned.
  • Track schedule related risks and providing PT recommendations and mitigation strategies to control and offset identified risks.
  • Coordinate all government-required actions needed to support system restoration and testing to ensure they are complete and accurately reflected in LMA's IPS.
  • Attend the availability Work Package Integration Conference (WPIC) for review of all scheduled alterations and assist in resolving any integration issues.
  • Attend the Work Package Execution Review (WPER).
