Requirements

  • Bachelor's Degree in Computer Science, Statistics, Business Administration, plus one (1) to two (2) years’ experience required.
  • An equivalent combination of education and experience (i.e., two [2] years of relevant experience equating to one (1) year of post high school education) may be considered in lieu of the above requirements.
  • Proficiency with Microsoft Office, specifically Excel, required. Basic Microsoft Excel test will be administered during the interview.
  • Strong analytical skills and the ability to initiate, coordinate, and execute special projects with minimal supervision required.
  • Ability to anticipate, develop, organize, streamline and maintain computerized systems to compile data and other statistical information required.
  • Excellent verbal and written communication and records management skills required.

Nice To Haves

  • Experience with Tableau and Power BI also preferred.

Responsibilities

  • Collects and inputs safety data, ensuring accuracy, into Excel. Information includes but is not limited to accidents, passenger incidents and employee injury data.
  • Develops and runs production and ad hoc data requests to support analysis and regular reporting of accidents, passenger incidents and employee injuries.
  • Produces monthly safety statistical reports for inclusion in the division’s monthly management report and distribution to other Authority divisions; generates correspondence and documentation to accompany statistical reports.
  • Review data and prepare required regulatory agency reports (Federal Railroad Administration data input into Railroad database and Federal Transit Administration data input into the National Transit Database).
  • Ensures National Transit Database data reconciles with State Safety Oversight Agency data by completing various reconciliations and follow-ups with the On-Call Safety team to confirm reportability of incidents.
  • Assists in railroad passenger and employee incidents & injuries monthly and quarterly from Authority files.
  • Assists with the collection, analysis, and submissions of monthly, quarterly, and annual injury & equipment reports in compliance with Federal Railroad Administration (FRA) guidelines when needed.
  • Maintains current knowledge of regulatory reporting requirements and keeps abreast of any changes in FRA and FTA requirements; implements changes in Authority procedures to assure compliance.
  • Participates in various Operational Safety Improvement Committees (OSIC) by providing prompt and accurate data analysis to support the Authority’s mitigation efforts. Presents ideas and methods to reduce accidents, increase efficiency, and effectively share data across the Authority and to the public.
  • Participates in groups outside of the Authority such as Philadelphia’s Vision Zero Data Committee and Railroad Information Sharing Environment (RISE) to contribute to overall safety culture.
  • Develops and provides graphical representations from safety data utilizing Excel, Tableau, PowerBI and ArcGIS. Data visualization skills required.
  • Produces statistics, graphs, and heat maps to support activities within the division.
  • Responds to requests for information from various sources regarding safety data.
  • Maintains incident/hazard databases for analysis and mitigation strategies.
  • Assists with safety audits.
  • Produces monthly and annual Key Safety Indicators for System Safety, Finance, Budgets, the Treasurer, and the SEPTA Board.
  • Works with SEPTA’s Workers’ Compensation Department to obtain employee injury data and distributes to internal stakeholders.
  • Actively participates in annual Internal Control Plan updates to reflect changes to FRA regulations.
  • Provides immediate notification to Safety Statistics & Reports Administrator on any regulatory compliance issues.
  • Coordinates with SEPTA Transit Police on NTD reporting reconciliations and training as needed. Monitors and follow ups on outstanding incidents and ensures accuracy.
  • Manages, trains, and assists System Safety staff as needed with data related tasks.
  • Provides other administrative support as required.
  • Supports the Division by performing other statistical & computer tasks, as required by System Safety Division staff members.
