About The Position

The Sr. Relay and Protection Field Supervisor reports to the Utility Construction Manager and supports capital construction projects involving substations and transmission lines during construction, commissioning, and closeout. The role varies with project scope and may contribute across the project lifecycle, from initiation through final commissioning and closeout. The supervisor coordinates field construction and commissioning activities for Relay Protection & Control, SCADA (RTU), and communication systems, with a focus on safety, quality, reliability, environmental compliance, schedule, and cost. The position also works with project teams, contractors, engineers, utility operations, environmental groups, and other field crews to help ensure projects are completed as planned and are maintainable by Utility Grid Operations.

Responsibilities

  • Participate on project teams in developing project scopes, cost estimates, schedules, and construction plans, including critical paths and outage requirements.
  • Participate in site and scope visits, design constructability reviews, and contractor pre-bid and pre-construction/safety kickoff meetings.
  • Help develop construction contract bid packages, review responses, and participate in vendor selection.
  • Ensure Relay Protection & Control, SCADA (RTU), and communication systems are installed and commissioned safely and efficiently.
  • Coordinate construction plans, outages, exact work dates, construction resources, permits, survey crews, soil boring crews, and landowner access as needed.
  • Monitor contractor compliance with utility safety training, safety requirements, permits, and project expectations; participate in tailboards, JSA development and review, hazard analysis, and safety observations.
  • Monitor contractor skills, task readiness, mental and physical state, public exposure, and accident or incident reporting; report theft or illegal activity.
  • Ensure contractor work does not compromise system reliability and meets quality expectations, while preserving maintainability of new and existing equipment for Utility Grid Operations.
  • Coordinate environmental sampling and oil removal from retired devices, environmental concerns and cleanup, spill response, and storm water management with utility environmental groups and contractors.
  • Ensure the substation work management project plan (SWMPP) is installed and maintained as designed and that spill prevention controls and countermeasures (SPCC) are in effect and properly maintained.
  • Identify and address project safety hazards and environmental concerns, and protect the utility's position on environmental matters.
  • Monitor and routinely report construction schedule and cost; track schedule and progress against the requested in-service date.
  • Perform construction quality assurance checks and QA/QC activities across project phases.
  • Ensure SWMS (substation work management system) and asset data forms, with corresponding photos, are completed for equipment installed or removed.
  • Ensure contractors inventory delivered materials, return excess material to stores for job credit, follow the Material Return Process, and coordinate conductor salvage with Investment Recovery according to its process.
  • Assist the Construction Field Supervisor and construction crews with job safety, hazard mitigation, JSAs, tailboards, daily work discussions, material issues, environmental stewardship, and permit compliance.
  • Work with engineers to provide input to scopes, estimates, schedules, and constructability meetings; coordinate material deliveries and landowner access; log construction progress and maintain field notes; and ensure as-built documentation is completed.
