About The Position

The Senior Proposal Manager, reporting to the Proposal Director, leads and manages the development of high-quality, compliant, and competitive proposals in response to Government solicitations. This role partners closely with Capture Managers, solution architects, pricing teams, and subject matter experts to translate win strategies into compelling proposal responses. The Senior Proposal Manager oversees the full proposal lifecycle-from pre-RFP planning through submission and post-submission activities-ensuring alignment with customer requirements, evaluation criteria, and company processes while guiding cross-functional teams to deliver winning proposals.

Nice To Haves

  • APMP certification and/or formal proposal development training (e.g., Shipley)
  • Experience supporting large, complex procurements including IDIQs, GWACs, and task order competitions
  • Familiarity with common federal contract types such as CPFF, FFP, and T&M
  • Experience supporting oral presentations, technical demonstrations, or video proposals
  • Experience using standardized proposal development tools, templates, and knowledge management systems
  • Strong analytical and problem-solving skills with the ability to assess complex requirements and develop effective solutions.

Responsibilities

  • Lead End-to-End Proposal Management: Manage the full proposal development lifecycle from pre-RFP planning through submission, ensuring compliance with solicitation requirements, internal processes, and delivery schedules.
  • Drive Proposal Strategy and Messaging: Partner with Capture Managers and leadership to translate win strategies, discriminators, and customer insights into a compelling proposal narrative and overall story.
  • Develop and Manage Proposal Schedules: Build and maintain integrated proposal schedules, coordinate milestone reviews, and ensure timely completion of all proposal deliverables through final production and submission.
  • Facilitate Proposal Kickoffs and Reviews: Lead proposal kickoff meetings and coordinate structured color team reviews to improve proposal quality, strengthen messaging, and ensure alignment with evaluation criteria.
  • Ensure Compliance and Evaluation Alignment: Develop compliance matrices and annotated outlines to ensure proposal responses fully address solicitation requirements and align with government evaluation factors.
  • Coordinate Cross-Functional Proposal Teams: Lead and coordinate diverse proposal teams including writers, editors, graphics specialists, proposal analysts, pricing teams, subcontractors, and subject matter experts.
  • Support Solution and Technical Development: Work closely with Solution Architects and technical teams to ensure proposed solutions are responsive to requirements and effectively communicated within the proposal.
  • Integrate Technical, Management, and Cost Volumes: Ensure consistency and alignment across all proposal volumes, including technical, management, past performance, and pricing narratives.
  • Advise Capture Teams on Risks and Gaps: Identify potential risks, capability gaps, and proposal development challenges early and work collaboratively with capture and solution teams to resolve them.
  • Lead Post-Submission Activities: Manage post-submission activities including BAFO responses, proposal revisions, clarification responses, and preparation for oral presentations or technical demonstrations.
  • Support Capture Teams with pre-RFP activities including RFIs, Sources Sought Notices, and other strategic early engagement efforts
  • Provide subject matter expertise on proposal development best practices, tools, and processes
  • Support training and mentorship for junior proposal staff and team members
  • Manage proposal administrative artifacts including data calls, templates, and proposal libraries
  • Coordinate subcontractor and teaming partner proposal contributions
  • Support the development and maintenance of knowledge management repositories and reusable proposal content
  • Assist in managing oral presentations, technical challenges, demonstrations, or video proposals
  • Support the use and continuous improvement of standardized proposal development tools, templates, and processes
  • Participate in proposal debriefs and lessons learned sessions to improve future proposal performance
  • Prioritize and manage multiple simultaneous proposal efforts in a fast-paced environment
