About The Position

Remora is seeking a Senior Project Manager to lead permitting strategy and execution for our carbon capture site deployments and commissioning. This is a foundational, hands-on role for a fast-paced startup. You will build the permitting programs, processes, and playbooks from the ground up while working directly with local and state municipalities, agencies, and cross-functional teams to secure the approvals needed to deploy and commission Remora's systems nationwide. Remora is building modular carbon capture systems, turning exhaust into beverage-grade CO₂ sold to breweries and greenhouses. They deploy in regions facing severe CO₂ shortages, where prices are highest, allowing them to generate high margins without relying on tax credits or carbon credits. The company has raised over $150 million in funding from top investors including Lowercarbon Capital, Union Square Ventures, First Round Capital, Y Combinator, and Valor Equity Partners.

Requirements

  • Bachelor's degree in engineering, construction management, environmental science, urban planning, or a related field, or equivalent experience.
  • 7+ years of experience in site development, construction, permitting, infrastructure, or industrial project management.
  • Experience developing industrial, energy, infrastructure, or distributed projects across multiple jurisdictions.
  • Strong understanding of site civil engineering, surveying, utilities, grading, drainage, permitting, and construction.
  • Demonstrated experience managing consultants, contractors, budgets, schedules, and multiple concurrent projects.
  • Strong communication and project management skills with the ability to operate hands-on in a fast-paced startup environment.
  • Willingness to travel regularly to project sites.

Responsibilities

  • Own end-to-end site development from initial due diligence through permitting, design, contractor selection, construction, and site readiness.
  • Lead site due diligence, including surveys, environmental, geotechnical, utility, civil, and regulatory assessments, identifying risks and development constraints early.
  • Develop and manage site development strategies, scopes, budgets, schedules, and project milestones across multiple sites.
  • Lead permitting and entitlement strategy, coordinating with local, state, and federal agencies and managing required approvals and conditions.
  • Manage external civil engineers, surveyors, environmental consultants, permitting specialists, and other project partners, ensuring quality and timely deliverables.
  • Partner with engineering teams to develop site layouts, grading, drainage, utilities, access, foundations, and other site infrastructure.
  • Lead contractor selection and construction management, including scopes of work, bid evaluation, contractor coordination, change orders, inspections, and closeout.
  • Integrate site development activities with engineering, procurement, and project execution schedules, proactively managing risks, dependencies, and critical path items.
  • Build and improve Remora's site development processes, standards, and playbooks to support deployment across multiple jurisdictions.
