About The Position

The Senior Project Manager & Estimator will lead the planning, execution, and financial performance of federal construction projects while also providing accurate, strategic estimating support for pursuits within our Federal Division. This role requires deep experience in the federal construction market, strong design‑build expertise, and a thorough understanding of FAR requirements. The ideal candidate has a proven track record delivering projects for NAVFAC, USACE, and USCG and is comfortable managing both preconstruction and project delivery responsibilities.

Requirements

  • 10+ years of experience in federal construction project management, estimating, or a combination of both.
  • Demonstrated success delivering design‑build projects for NAVFAC, USACE, USCG, or similar federal agencies.
  • Strong working knowledge of the Federal Acquisition Regulations (FAR) and agency‑specific requirements.
  • Proven ability to manage multiple projects and preconstruction efforts simultaneously.
  • Experience with federal contracting methods, including RFPs, RFQs, MATOCs, MACCs, and IDIQs.
  • Proficiency with construction management and estimating software platforms.
  • Excellent communication, leadership, and client‑relationship skills.
  • Ability to obtain and maintain federal security clearances if required.
  • Knowledge of construction paving, underground, concrete and grading practices.
  • Knowledge and understanding of union agreements and prevailing wage issues.
  • Maintain ability to work in high production environment.
  • Demonstrated decision-making skills.

  • Excellent supervisory communication and organizational skills.

Nice To Haves

  • Prior experience managing heavy civil, vertical, or infrastructure projects for federal clients.

Responsibilities

  • Perform accurate project revenue and cost financial forecasting to ensure corporate profitability goals are met.
  • Coordinate with estimators and project controls group to establish budget.
  • Lead estimating efforts on vertically integrated projects to ensure accurate and consistent bid to build process.
  • Coordinate efforts with estimators, large project sponsor, and manager of construction to manage resources to meet project schedule.
  • Participate in bid review and bid closing to ensure accuracy of bid and evaluate project feasibility; work with estimating team to develop bid schedule.
  • Coordinate with large project sponsor, manager of construction and project team to develop comprehensive plan for project start up and successful kick-off.
  • Provide environment where dynamic project communication occurs between Project Engineers, Foremen, Superintendents and Construction Manager to ensure work is accomplished in an efficient, profitable, and safe manner.
  • Ensure proper job controls, i.e. quantities, costs, revenue and schedule.
  • Establish and maintain working relationships with owners, agencies, subcontractors, corporate management, inspectors, etc., providing customer service to develop long-term partnerships with client base.
  • Ensure accurate construction reports for the job allowing for continuous improvement in performance.
  • Run projects at profitability levels to meet or exceed expected margins.
  • Comply, understand, and support corporate safety initiatives to ensure a safe work environment.
  • Lead all phases of federal construction projects, from award through closeout, ensuring compliance with contract requirements, schedule, and budget.
  • Manage project teams, subcontractors, and design partners in a design‑build environment.
  • Oversee project scheduling, cost control, quality assurance, and risk management.
  • Serve as the primary point of contact for federal clients, including NAVFAC, USACE, and USCG.
  • Ensure all project documentation, reporting, and communication meet federal standards and FAR requirements.
  • Drive project execution strategies that support safety, quality, and operational excellence.
  • Prepare detailed estimates for design‑build and design‑bid‑build federal projects, including conceptual, schematic, and final pricing.
  • Lead proposal development efforts, including scope reviews, subcontractor outreach, and pricing strategies.
  • Analyze drawings, specifications, and RFP documents to identify risks, opportunities, and value‑engineering options.
  • Collaborate with design teams to develop cost‑effective solutions aligned with federal client expectations.
  • Support go/no‑go decisions and provide cost guidance during early project development.
  • Ability to abide by Granite’s Code of Conduct on a daily basis.
