About The Position

The Senior Project Business Analyst is responsible for the development of business and technical requirements for moderate to high-complexity projects. This role requires regular reporting of status, risks, and documentation of issues as they arise, leveraging prescribed project parameters and enterprise tools. This position will use existing tools, systems, and work processes to support Amtrak’s effective management and internal reporting for the Hudson Tunnel Project (HTP). This position requires translating complex technical data into clear and actionable reports, and a demonstrated ability to synthesize key insights into written summaries is essential. The ideal candidate is a collaborative team player with strong analytical skills who readily embraces new challenges, demonstrates a strong willingness to learn and grow, and brings a proactive, detail-oriented approach to helping Amtrak advance this complex project.

Requirements

  • Bachelor’s degree requires or equivalent combination of training, education and relevant experience in lieu of a degree
  • 5+ years of relevant experience preferred
  • 3 years of prior experience required
  • Working knowledge of project controls.
  • Critical thinking skills with experience conducting analysis/research and identifying actionable insights from raw data.
  • Skill in synthesizing, organizing, and communicating complex information clearly and concisely, both orally and in writing for different audiences and stakeholders.
  • Strong oral and written skills and effectiveness working across teams with diverse objectives.
  • Ability to effectively manage time, set priorities, and achieve results in a dynamic, fast-paced environment.
  • Experience with Microsoft Office, including conducting analysis using Excel.

Nice To Haves

  • Experience with SAP (Amtrak’s suite of business applications), Microsoft Power Platform (Power BI, Power Automate), and SharePoint.
  • Experience and interest in railroad capital projects/programs in the design, procurement, and construction phases.
  • Knowledge of grant requirements from Federal Railroad Administration (FRA) and/or Federal Transit Administration (FTA).
  • Experience with change order management and/or contract administration.
  • Practical knowledge of risk management.
  • Understanding of data analysis and visualization languages (e.g., R, Python, Power Query M, DAX, SQL).
  • Familiarity with Construction Management software (Kahua, Procore, etc.).
  • Experience implementing project control software and tools.

Responsibilities

  • Supports internal reporting on project controls and risks associated with scope, schedule, and budget of specific contract packages and the overall program.
  • Conducts data analysis, performs research, and develops/maintains internal documentation (including presentations, memos, dashboards, spreadsheet trackers, and/or issue logs) to facilitate decision-making in collaboration with cross-functional stakeholders.
  • Creates user guides, standard operating procedures, and business process documentation – incorporating existing Amtrak policies, best practices, and lessons learned from other projects – to optimize HTP project management and controls processes.
  • Assists in managing compliance with HTP-specific document control policy and email management policy while adhering to enterprise project management standards and governance process.
  • Documents business process using mapping tools and identifies potential gaps or improvements.
  • Manages documents and project controls data in Amtrak’s SharePoint, Enterprise Project & Portfolio Management (EPPM), and other systems.
  • Organizes, facilitates, and prepares internal notes from meetings.
