Requirements

  • Bachelor’s degree required; degree in business, law, criminal justice, organizational management, or a related field preferred.
  • 7-10 years of progressively responsible experience in ethics and compliance, program management, internal investigations, legal, risk, or a related field, including demonstrated experience owning and leading defined program areas or functions.
  • Experience designing, implementing, and managing enterprise programs involving cross-functional controls, governance, or risk management.
  • Proven ability to influence senior leaders and business partners without direct authority.
  • Experience developing policies, standards, procedures, and controls to effectively manage a cross-functional program.
  • Strong project and program management experience, including leading cross functional initiatives. Ability to make connections across program elements to drive sustainable programs.
  • Ability to utilize metrics and data to create reporting, dashboards and automated solutions where appropriate.
  • Excellent written and verbal communication skills, with the ability to communicate clearly and tactfully with employees at all levels of the organization.

Responsibilities

  • Quantum Foundry Customer Assurance Program Management: Develop and maintain program policies, procedures, and guidance documents. Collaborate with cross functional partners to drive execution, implementation and adherence to such policies.
  • Establish and manage governance structures, including any necessary steering committees and working groups, and serve as the senior functional authority on program matters escalated from across the business. Ensure escalations are risk reviewed, cataloged, and elevated to the Director as necessary to appropriately govern the program.
  • Coordinate implementation and monitoring of program requirements across business functions, including customer information safeguards, system access, personnel assignments, and consistent application of customer commitments and service-level practices, taking into account contractual terms, paid service levels, technical requirements, and business priorities.
  • Implement, own, and advance a mature, well-documented program that is risk-based, operationally effective, and defensible to customers and external stakeholders.
  • Develop and maintain program dashboards, key performance indicators and any required reporting, including reporting to the Director, executive leadership, and external parties as appropriate.
  • Lead program activities. Create a repository of program requirements and an inventory control framework to track activities.
  • Administer information safeguards and access-control requirements, including tracking non-disclosure agreements, system access, information flows, roster status, and employee assignments by customer; support personnel changes and serve as the primary operational point of contact for program requirements and inquiries.
  • Training & Communications: Design, develop, and coordinate delivery of training on program requirements, customer confidential information, service commitments, and relevant antitrust considerations across functions, roles, and risk levels; evaluate training effectiveness and drive continuous improvement.
  • Lead the design and execution of awareness campaigns and communications, including support for customer-facing materials describing SkyWater’s safeguards and program commitments; tailor messaging by audience and risk exposure; maintain records of training delivery and completion to support internal oversight, customer assurance, and audit or regulatory needs.
  • Risk Assessment & Monitoring: Lead periodic program risk assessments, exercising senior-level judgment to prioritize risks and translate findings into program enhancements.
  • Develop monitoring and testing activities to assess program effectiveness across the organization.
  • Analyze trends and recommend enhancements to controls and program processes based on risk assessments, monitoring and/or testing activities.
  • Serve as a primary point of contact for internal or external reviews related to the program, including direct engagement with regulatory representatives as appropriate.
  • Remediation & Continuous Improvement: Track remediations activities and corrective action plans for any program findings.
  • Lead mitigation of such findings with necessary cross functional partners and drive escalations as necessary.
  • Investigations & Incident Management: Lead or co-lead reviews or investigations involving potential program, customer information protection, or antitrust concerns, exercising independent judgment on scoping, interviewing, analysis, and conclusions.
  • Coordinate with Legal, HR, and Compliance & Ethics teams on review strategy, privilege considerations, and remediation; manage cross-functional coordination as the senior program lead on matter response.
  • Ensure timely escalation of program issues through appropriate channels, including SkyWater’s Speak Up Program as appropriate, and share with the Director, Compliance & Ethics.
  • Partner with the Director of Compliance and Ethics to ensure employees understand program expectations, how to raise concerns, and applicable non-retaliation principles through targeted communications, manager enablement, and employee engagement initiatives across all company locations.
  • Culture & Cross-Functional Partnership: Serve as the primary on-the-ground program point of contact for employees across SkyWater’s Minnesota, Florida, and Texas sites; take responsibility for the employee-facing program presence and foster trust and confidence in the Quantum Foundry Customer Assurance Program.
  • Build effective partnerships with HR, Legal, Operations, Finance, Security, IT, and other functions to embed customer protection and program practices into business processes and decision-making.
