About The Position

SciTech Services, Inc. (SciTech) is seeking a Senior Operations Manager to provide high-level administrative and operational support to the National Institute of Dental and Craniofacial Research (NIDCR) Division of Intramural Research (DIR). The Senior Operations Manager supports leadership in managing budget, workforce planning, acquisitions, facilities, compliance, and day-to-day operations that enable scientific and clinical research programs.

Requirements

  • Bachelor's degree in Business Administration, Public Administration, Management, Healthcare Administration, or related field preferred.
  • Minimum 10 years of federal administrative, operational, or program management experience.
  • Minimum 5 years supporting senior-level leadership (GS-13/14 equivalent or higher).
  • Demonstrated experience in budget and financial management
  • Demonstrated experience in workforce planning and personnel coordination
  • Demonstrated experience in acquisition and procurement support
  • Demonstrated experience in administrative operations management
  • Demonstrated experience in program analysis and process improvement
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication abilities.
  • Ability to develop executive-level reports, briefings, and recommendations.
  • Experience coordinating across multiple stakeholders and organizations.
  • Ability to assess operational risks and develop mitigation strategies.
  • Proficiency with Microsoft Office Suite and reporting tools.
  • Experience supporting biomedical, scientific, clinical, or research-focused federal organizations.
  • NIH or HHS experience.
  • Familiarity with federal acquisition regulations and procurement processes.
  • Knowledge of federal workforce planning and resource management practices.
  • Experience supporting scientific research infrastructure and mission operations.

Responsibilities

  • Manage and coordinate administrative operations across DIR programs.
  • Support budget planning, financial analysis, and resource tracking.
  • Coordinate workforce planning, staffing activities, and onboarding.
  • Assist with acquisition planning, Statements of Work, and procurement tracking.
  • Support facilities, space utilization, property, and continuity planning.
  • Analyze operational processes and provide recommendations to leadership.
  • Serve as liaison between DIR programs and NIH administrative offices.
  • Support policy implementation, compliance reviews, audits, and risk management.
  • Prepare reports, briefings, and executive-level recommendations.
