The Senior Manager, Subcontracts is responsible for providing strategic and tactical leadership for the company's procurement and subcontracting organization, including oversight of a team of Buyers, Subcontract Administrators, and Subcontracts Managers. This position leads all aspects of subcontract and procurement activities supporting federal government proposals and contract execution while ensuring compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), SBA regulations, customer requirements, and company policies. This role serves as a trusted advisor to Senior Leadership, Capture, Business Development, Contracts, Pricing, Program Management, and Finance, leading subcontracting strategy from opportunity identification through contract closeout. A critical focus of this position is supporting competitive proposals by developing acquisition strategies, negotiating teaming arrangements, managing supplier engagement, preparing compliant subcontracting plans, and ensuring timely execution of all procurement and subcontract deliverables. The Senior Manager is responsible for maintaining a compliant purchasing system, developing high-performing supplier relationships, mentoring procurement professionals, and driving continuous process improvement. Occasional travel may be required.
