About The Position

The Senior Manager of Research and Data Analytics is responsible for leading research, data analysis, reporting, and data management efforts that support the strategic and operational objectives of the Motion Picture & Television Development (MPTV) department. This role oversees the collection, validation, analysis, and presentation of program data across all film and media incentive programs, ensuring accuracy, integrity, and actionable insights for executive leadership, program operations, and internal reporting. This position plays a key role in improving information gathering, data processes, supporting program evaluation, tracking industry trends and state incentive structures, and enhancing data-driven decision-making across the department.

Requirements

  • Bachelor’s degree in research, analysis, program evaluation, public affairs, business operations or relevant field; master’s preferred.
  • Minimum 5+ years in leading research and analytical initiatives, managing complex datasets, and translating findings into actionable recommendations.
  • Experience in government, nonprofit or media production sectors strongly preferred.
  • Demonstrated experience managing datasets, developing reporting systems, and translating complex data into actionable insights for executive leadership.
  • Familiarity with state budgets, public programs, and legislative processes is highly desirable.
  • Experience preparing executive-level reports, presentations, and briefing materials preferred.
  • Advanced proficiency in MS Access, MS Dynamics, Excel, SQL, and data warehousing tools.
  • Strong analytical, quantitative, and problem-solving skills with exceptional attention to detail.
  • Ability to synthesize complex information and communicate findings to both technical and non-technical audiences.
  • Excellent organizational, project management, and time management skills with the ability to manage multiple priorities and deadlines.
  • Strong written and verbal communication skills.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Knowledge of film, television, and media production industries and related incentive programs a plus.

Responsibilities

  • Lead research evaluation and data analysis efforts across all programs conducting research, developing reporting datasets, and maintaining data quality and integrity to inform program strategy and organizational priorities.
  • Independently conduct research on complex topics, gathering, evaluating, and synthesizing information from multiple sources to support office priorities and strategic initiatives.
  • Translate research into documents and spreadsheets.
  • Develop and implement data analytics strategies, roadmaps, and best practices to support program execution and developments.
  • Produce high-level technical reporting, including memos, executive briefings, and data-driven analyses for all programs in MPTV office. Track, analyze, and report on all MPTV programs, including but not limited to Film, Independent, Post, Music & Theatrical incentive programs.
  • Manage data extraction, database maintenance, and analytical reporting, including preparation of memos and briefing materials for regular meetings, monthly and quarterly reports, and industry stakeholder engagement activities. Facilitate the data and report completion for AVP, VP and SVP for accuracy and ensure timely delivery.
  • Identify data support opportunities to improve workflows, reporting processes, and operational efficiency.
  • Support cross-functional efforts in organizational priorities and team tasks
  • Research, track and analyze other jurisdictions incentives and structures to support policy analysis and strategic planning.
  • Track and update production status data to support stakeholder outreach and strategic planning efforts.
  • Support ongoing data maintenance and system updates, including Diverse Suppliers Directory and QPF data activities.
  • Participate in the maintenance and growth of extensive directories such as vendors, facilities and unique locations around the state.
  • Think strategically of any problem solve by actively contributing to discussions and the execution of long­-term policy visions and short-term crisis management.
  • Other duties as assigned by AVP, VP & SVP.
