Role Mandate: Reporting to the Director, Product Quality Assurance, the Senior Manager is responsible and accountable for the management and execution of the Food Safety Importer of Record (FSIOR) Quality Assurance programs and team. This role works collaboratively with product development, sourcing teams, vendors, managed service providers (MSPs), regulatory bodies, and other business partners to support our strategic objectives. As the technical expert, the Senior Manager ensures full compliance to Loblaw’s Quality Assurance and Food Safety standards and the Safe Food for Canadians Regulations (SFCR) requirements.

Requirements

  • University Degree in Food Science, Engineering, or a related scientific discipline.
  • Minimum 6 years of progressive experience in a Quality Assurance leadership role within a food manufacturing or retail environment.
  • Minimum 6 years of experience with FSMS (including HACCP), QMS, regulatory compliance (e.g. SFCR), and GFSI standards, with proven ability to apply this knowledge in a complex, fast-paced setting.
  • Minimum 5 years of experience and demonstrated proficiency with systems such as ERP (e.g. SAP), Power BI, and data management platforms.
  • Excellent project and time management skills to execute competing priorities effectively.
  • Results-oriented individual who can work with a high degree of autonomy to deliver on commitments.
  • Strong interpersonal skills and effective communicator (verbal and written) to build strategic partnerships, lead and influence cross-functional teams, vendors, and third-party service providers.
  • Possess business acumen to connect quality initiatives to commercial outcomes and make sound, risk-based decisions that align with strategic business objectives.
  • Solid critical thinking and problem-solving skills, with proven ability to lead root cause analysis and implement effective corrective/preventive actions.
  • Highly organized with a strong focus on detail and accuracy.
  • Willingness and ability to travel (locally, nationally, and internationally) as required.

Responsibilities

  • Establish and maintain the framework and governance of the FSIOR programs to ensure full compliance with the Safe Food for Canadians Regulations (SFCR) import requirements and LCL policies, standards, and programs. Complete ownership of development and maintenance of programs and associated policies, procedures, standards, or practices.
  • Oversee FSIOR managed service providers (MSPs), resolve operational challenges, monitor performance, provide feedback and implement corrective actions to maintain compliance and service quality indicators.
  • Serve as the Technical Expert and Lead for FSIOR programs and platforms with oversight of data integrity and optimized functioning systems, proactively identifying and mitigating risks. Collaborate with internal and external IT teams to resolve technical issues, perform interface testing, improve operational efficiencies, and maintain system integrity.
  • Lead SFCR compliance, licensing, and regulatory inspections or audits. Ownership of regulatory inspection non-conformance investigations and implementation of corrective/preventive actions.
  • Responsible for the QMS and document control programs, including annual documentation reviews and updates, and directory maintenance. Identify and implement initiatives to streamline or simplify procedures and workflows in the FSIOR programs.
  • Lead and empower an impactful team providing clear guidance, coaching, performance management, and opportunities for growth and development.
  • Foster a culture of engagement and continuous improvement, identifying opportunities and collaborating with stakeholders to improve processes and efficiencies.
