About The Position

Independently manages and oversees all pre-construction aspects of utility-scale solar, high-voltage transmission line (gen-tie and switchyard), energy storage, and other Vistra power development projects. Leads projects through FEL 2 and FEL 3, including cost analysis, budgetary EPC estimates, and execution of preliminary engineering. In collaboration with construction and commissioning teams, leads development of scopes of work and RFPs as needed. The role manages preconstruction services from early development through the start of construction, coordinates internal and external engineering resources and site surveys, supports procurement and permitting, and helps ensure preliminary designs, costs, schedules, and other project information are ready for handoff to construction. The position also supports customer and EPC RFP activities and helps construction teams resolve design and constructability challenges.

Requirements

At least 7 years of experience in project management in construction, engineering, or a directly related field.
Ability to critically assess problems, identify unique solutions, and influence change.
Strong interpersonal and communication skills, including the ability to explain engineering requirements confidently and effectively to non-technical audiences.
High level of expertise with Microsoft Office, especially Excel, Word, and PowerPoint.
Ability to work with and manage confidential information.
Experience gained through college degree programs and/or certifications may be applicable to the listed skills.

Nice To Haves

Experience with pre-construction engineering or project-development initiatives, including site layout and optimization, transmission interconnection requirements, procurement or contracting, and pre-construction management in utility-scale renewables.
Bachelor of Science in Electrical Engineering.

Responsibilities

Develop and execute FEL scopes of work and support construction teams in developing project scopes of work and exhibits for EPC procurement.
Manage preconstruction services from early development through the start of construction.
Analyze critical issues and systematically de-risk projects throughout the FEL process.
Submit main equipment supply requirements to Supply Chain and lead procurement efforts for long-lead materials.
Coordinate environmental site surveys and internal environmental reviews, and obtain environmental agency approvals.
Oversee review of preliminary engineering designs for renewable projects.
Coordinate geotechnical, topographic, and ALTA site surveys.
Manage internal and external engineering resources during early development of renewable power plant designs.
Ensure engineering and preconstruction activities align with optimized energy production models; develop Class 5, 4, and 3- project estimates.
Support internal teams with customer RFP responses and EPC RFP activities.
Maintain effective working relationships with contractors and engineering firms during bidding, analysis, and estimating.
Support construction teams in resolving design and constructability challenges.
Obtain required pre-construction permits, including zoning, building, and road-use permits.
Ensure preliminary design, costs, schedules, and other relevant information meet project objectives before handoff to construction.
Address construction and execution issues early to help projects finish on time and within budget.
Collaborate and communicate with key stakeholders and internal business functions.
