About The Position

The Manager, Project Management Governance is responsible for ensuring effective governance of project management and project controls. The role is accountable for long‑term organizational performance through strong oversight of compliance, quality assurance, operational integrity, and risk mitigation. This position leads a specialized workforce, drives continuous improvement, and cultivates strategic relationships to support the safe, efficient, and compliant delivery of divisional and enterprise objectives.

Requirements

  • Undergraduate degree in Science or Engineering required, preferably Industrial or Process Engineering or Electrical Engineering.
  • Minimum 8 years of experience in project management/governance, with at least 5 years in process optimization.
  • Minimum 5 years of leadership or supervisory experience, overseeing teams of three or more employees.
  • Utility experience required in industries such as in Oil & Gas, Mining, Power Generation, Transmission Projects, or Manufacturing.
  • Advanced knowledge of project management, project controls, quality assurance, and compliance frameworks.
  • Strong understanding of regulatory requirements and industry standards relevant to large‑scale industrial operations.
  • Demonstrated ability to lead audits, reviews, and risk assessments with strategic insight and operational rigor.
  • Proven ability to lead specialized technical teams, develop talent, and build high‑performing cultures.
  • Relationship‑building and communication skills, capable of influencing at executive levels.
  • Strong problem‑solving, analytical, and strategic decision‑making capabilities.
  • Ability to manage complex client environments, which may include unionized workforces and external partners.
  • Prolonged periods of computer work and meetings; frequent keyboard use and visual concentration.
  • Ability to move through large industrial sites, including walking moderate distances and climbing stairs; reasonable accommodations available.
  • Occasional lifting or carrying of materials such as laptops, documents, or small equipment (typically up to 10–20 lbs/5–9 kg).
  • Ability to wear required PPE during site visits (e.g., hard hat, safety footwear, safety glasses, hearing protection).
  • Ability to communicate clearly in person and virtually, including in noisy settings when on site.
  • Valid driver’s license may be required for site access or regional travel.

Responsibilities

  • Lead the development, implementation, and sustainment of integrated Project Management and Project Controls processes.
  • Manage the rollout, adoption, and continuous improvement of governing documents, including standards, procedures, and methodologies.
  • Maintain governance documentation to ensure accuracy, compliance, and alignment with industry best practices and organizational needs.
  • Govern Project Stage Gate processes by setting review standards, evaluating outcomes, and guiding managers on prioritizing findings and advancing actionable recommendations.
  • Provide support to project charters and business case development.
  • Govern quality assurance activities, ensuring comprehensive reviews and audits that validate compliance and identify systemic risks.
  • Prepare and update project management quality assurance plans.
  • Ensure consistent interpretation and application of legislation, regulations, and industry standards across operations.
  • Maintain accountability for safe, efficient, and compliant execution of all projects and programs by establishing expectations and monitoring performance.
  • Lead a specialized workforce through subordinate managers and subject matter experts.
  • Set goals, assess performance, and ensure consistent evaluation practices across the division.
  • Approve development plans, coach leaders, and ensure effective workforce planning.
  • Oversee recruitment and selection for the team, ensuring people‑related decisions align with organizational policies and values.
  • Lead or participate in cross‑divisional and external strategic initiatives with enterprise‑level impact.
  • Translate strategy into actionable plans and ensure alignment across sub‑units.
  • Provide expert input into strategy and broader organizational planning.
  • Manage budgets, recommend cost‑control measures, and provide financial guidance that supports mid‑ to long‑term business decisions.
  • Build and manage collaborative relationships at senior and executive levels.
  • Present complex information clearly and persuasively to secure support, influence decisions, and drive outcomes.
  • Negotiate resources and outcomes to meet strategic priorities.
  • Champion best practices across the organization.
  • Support constructive labour‑management relations in collaboration with union partners.
  • Build and maintain relationships with senior external partners.
  • Respond to critical technical inquiries and emerging issues with clarity and authority.
  • Represent the organization on external committees and industry forums.
  • Support Hydro One strategic alliances and collaborate with provincial, national, or community partners.
  • May support constructive labour relations with external union representatives.
  • Resolve highly complex and high‑impact technical issues.
  • Address escalated matters and empower teams to independently resolve issues where appropriate.
  • Escalate critical or strategic issues with clear, actionable recommendations.
  • Identify and recommend improvements to organizational policies, processes, and systems.
  • Oversee development and implementation of new or updated procedures to meet regulatory requirements or technical advancements.
  • May lead innovation initiatives with enterprise‑wide implications.
  • Foster a culture of continuous improvement, learning, and operational excellence.
  • Lead risk identification, mitigation strategies, and response plans aligned with corporate requirements.
  • Develop contingency plans and ensure readiness for potential operational risks.
  • Promote awareness and understanding of emergency response processes.
  • Ensure safety standards are clearly understood, consistently followed, and integrated into operational practices.
