About The Position

The Senior Manager, GSCC Strategic Operations is a leadership role focused on developing leaders, setting strategic direction, and ensuring operational excellence across two critical portfolios within the Global Security Control Center (GSCC): Enterprise Programs and Dispatch Operations. Reporting to the Director, GSCC, this role directly leads two managers—the Manager, Enterprise Programs & Platform Performance (M2) and the GSCC Operations Manager (M1)—with combined accountability for approximately 20+ team members supporting Global Security's mission worldwide and across The Walt Disney Company's (TWDC) Los Angeles studio lots. The Senior Manager coaches and develops team members, fosters an inclusive culture, and ensures talent strategies align with TWDC values. This is a hands-on leadership position where developing the team and maintaining operational readiness are equally critical. The Senior Manager provides strategic oversight for enterprise programs—including Travel Risk Management (TRM) and platforms supporting Open-Source Intelligence and Social Media Research (OSINT/SMR) operations—and leads the geospatial team. Additionally, the Senior Manager guides the direct leader of the 24/7 Dispatcher Team, ensuring operational excellence and robust on-site security support for the LA studio lots. This position carries both global impact and local accountability: serving as part of the governance center for all TWDC Control Centers worldwide while ensuring seamless security dispatch operations for one of Disney's most iconic and operationally complex set of campuses. The Senior Manager partners closely with the GSCC Director, the Sr. Manager GSCC Strategic Operations, Security and Studio Operations leadership, and cross-functional teams across Global Security—including intelligence, investigations, security operations, and emergency preparedness and response—to ensure readiness, response, and confidence across all served populations. The GSCC operates 24/7/365, supporting emergency and non-emergency events, monitoring global affairs, managing incoming calls, dispatching resources, and providing event-driven global notifications. In emergencies, the GSCC coordinates enterprise assistance, delivers technical and advisory support for essential services, issues risk warnings, disseminates employee information, and serves as the central communication hub for Global Security. This Senior Manager's portfolio carries both global influence and campus-level impact—integrating enterprise programs, platform capabilities, and dispatch operations to proactively safeguard TWDC employees, guests, and assets across all environments.

Requirements

  • 10+ years of progressive experience in security, crisis management, or operations center leadership, including at least 5 years’ experience leading and developing teams through change.
  • Experience leading both enterprise programs and 24/7 operational teams within a Fortune 500 global security organization; relevant experience within government agencies, military, or public sector security organizations is equally credible.
  • Demonstrated success overseeing multidisciplinary teams across enterprise programs, dispatch/security operations, or related functions.
  • Strong strategic planning and program oversight skills with the ability to align operational execution to enterprise priorities.
  • Working knowledge of Global Security Operations Center (GSOC) / GSCC operational frameworks, dispatch operations, and modern security platforms.
  • Proven ability to build and maintain cross-functional partnerships with senior leaders, segment partners, and enterprise collaborators.
  • Ability to synthesize complex information and communicate clearly to executives, frontline partners, and cross-functional teams.
  • Executive-level briefing skills with experience representing security functions to senior leadership.
  • Proven ability to manage competing priorities, remove barriers for direct reports, and drive accountability for results.

Nice To Haves

  • Subject matter familiarity with Travel Risk Management (TRM), OSINT/SMR platforms, dispatch/CAD systems, or mass notification tools.
  • Experience partnering with studio, production, or campus security operations in a complex, high-profile environment.

Responsibilities

  • Lead and develop the Manager, Enterprise Programs & Platform Performance and the GSCC Operations Manager); set clear expectations, coach performance, and ensure accountability.
  • Build succession readiness across the team and career progression plans to maintain leadership continuity.
  • Engage with indirect reports across the Enterprise Programs team (Program Manager, Geospatial Specialists) and Dispatcher Team (~16 FTEs) through skip-level interactions to maintain visibility into team health, culture, and development needs.
  • Foster a collaborative, inclusive, high-trust culture; champion TWDC values in daily interactions and leadership decisions.
  • Partner with GHRO on talent planning, workforce design, and performance management.
  • Provide strategic direction and oversight for enterprise programs—including Travel Risk Management (TRM), OSINT/SMR platform strategy, and geospatial operations—enabled through their direct leader; ensure alignment with Global Security priorities and industry best practices.
  • Hold their team accountable for program roadmaps, milestones, vendor performance, and partner satisfaction; proactively remove barriers and escalate risks as needed.
  • Drive TRM program maturity toward Fortune 50 gold-standard capability, supporting 150,000+ annual travelers in alignment with ISO 31030 standards.
  • Guide platform strategy for GSCC tools supporting alerting, monitoring, traveler tracking, mass notification, and geospatial visualization; ensure reliability, scalability, and continuous user experience improvements.
  • Represent Enterprise Programs and the geospatial team in governance forums, leadership reviews, and cross-functional planning sessions; translate program outcomes into executive-ready narratives.
  • Provide strategic direction and oversight for the 24/7 Dispatcher Team supporting the LA studio lots, enabled through their direct leaders; ensure operational excellence, staffing readiness, and service quality.
  • Hold their team accountable for scheduling, workforce management, training, quality assurance, and daily operations; ensure KPIs and SLAs are consistently met.
  • Partner with Security Operations leadership and Studio Operations leadership to align dispatch operations with segment priorities, evolving campus needs, and customer expectations.
  • Ensure standard operating procedures, protocols, and escalation plans are maintained and continuously improved, support after-action reviews and process enhancements.
  • Advocate for resources, technology investments, and operational improvements in governance forums and leadership reviews.
  • Serve as the GSCC liaison to Security Operations leadership, Studio Operations leadership, segment partners, and enterprise collaborators for both Enterprise Programs and Dispatch Operations.
  • Partner with the GSCC Director on strategic planning, budget development, and organizational priorities; contribute to GSCC leadership team decisions and initiatives.
  • Collaborate with cross-functional partners across Global Security—including intelligence, investigations, security operations, and emergency preparedness and response—to ensure integrated operations and shared situational awareness.
  • Maintain relationships with Legal, GHRO, Communications, Finance, and other enterprise functions to support program delivery and operational excellence.
  • Represent the GSCC in cross-functional councils, working groups, and governance bodies as assigned.
  • Participate in rotational on-call leadership coverage for the GSCC; provide expert guidance and decision-making authority during critical incidents and high-tempo events.
  • Support incident response workflows, notifications, and accountability messaging as needed; ensure timely escalation and communication to affected parties.
  • Flex into operations support during surge periods, crisis moments, or major events impacting the LA studio lots or enterprise operations.
  • Contribute to drills, tabletop exercises, and after-action reviews; ensure lessons learned are incorporated into playbooks and training.
