About The Position

Akima is looking for a Contracts Manager to work in Huntsville, AL. This position will support the day-to-day operations and business development activities of multiple Operating Companies with our entrepreneurial and fast-moving Facilities Solutions Group (FSG) Business Unit. The person in this role has strategic impact across the business group and is responsible for managing contractual formation, negotiation, and ongoing management of medium risk, high value, and high visibility agreements. The candidate also provides significant strategic value to the group’s business development efforts through demonstrably strong knowledge of international compliance with laws/regulations, export compliance, and general knowledge of the requirements of doing business overseas. The successful candidate requires a high degree of independent and creative judgment applied to high-level goals and objectives of the Business Unit and an understanding of FAR/DFARS and other supplemental regulations of the various agencies. The Contracts Manager shall be the direct point of contact supporting multiple assigned Operating Companies and responsible for the oversight of all Contracts-related functions in support of those companies. The Contracts Manager must have the ability to set and manage expectations, while balancing a workload which may have conflicting priorities. Experience working for a an 8(a), or an ANC is a plus. Must be able to obtain a secret clearance.

Requirements

  • Minimum of 5-7 years-experience with at least 2 years performing an international contracts management role.
  • Bachelor’s degree in business, management or related field, or High School Diploma/(GED) with 10 years of experience.
  • Experience overseeing multiple contract types (IDIQ, FFP, T&M, Cost Plus and hybrids).
  • Must be able to obtain a secret clearance
  • Basic understanding of the Small Business Administration’s 8(a) program and Alaska Native Corporations (ANC’s).
  • Cradle to grave contract experience.
  • Demonstrated understanding of FAR/DFARS with familiarity of clauses supporting international contracts, Federal IDIQ, GWAC contracts and supplemental acquisition regulations of government agencies.
  • Experience in audits and corrective action plans.
  • Understanding of Requests for Equitable Adjustments (REA).
  • Strong interpersonal communication skills, including the ability to build lasting positive relationships with CONUS and OCONUS customers.
  • Basic understanding of the various export regulations and experience evaluating OCONUS opportunities for export licensing requirements.
  • Demonstrated excellent writing skills, including ability to draft critical contract-related responses and notifications.
  • Ability to work in a fast paced, high-volume environment, supporting multiple solicitations and contracts concurrently from U.S. and foreign customers.
  • Aviation Experience required.

Responsibilities

  • Provides input to implementation of strategic contract opportunities with high impact to the corporation and Operating Company, while working closely with the internal team (the OpCo General Manager, Project Manager, Business Development, Operations, Project Controller, Finance Department, and Senior Contracts Management etc.)
  • In conjunction with Operations Personnel, identifies risks and develops mitigation strategies.
  • Leads contract negotiations with USG and International customers.
  • Provides contractual domain expertise in implementation, execution, and administration for 8(a) sole-source, directed awards as well as competitive type contracts.
  • Provides guidance to 8(a) Operating Companies to ensure compliance with requirements of the 8(a) program.
  • Reviews terms and conditions of CONUS and OCONUS pre-award and post-award opportunities.
  • Participates on business development/proposal teams providing expertise and support in the development of concepts of operations (CONOPS) for potential OCONUS programs.
  • Prepares formal contract correspondence and ensures contractual compliance with terms and conditions, federal and state regulations, and restrictions, as well as internal management objectives for existing and new business activities.
  • Administers various contract types (FFP, T&M, Cost Plus, commercial, and hybrids) from cradle to grave.
  • Drafts and negotiates terms for confidentiality agreements, teaming agreements, and contracts including price and payment terms. Makes recommendations that will be favorable as a Prime or Subcontractor.
  • May provide formal training to other more junior Contracts staff and/or Operating Company staff in various contract domain topics.
  • Process and procedures development and modifications as related to the supporting department and role.
  • Understands the business case and has an appreciation of financial/analytical issues as well as profit and loss implications.
  • May manage lower-level contract staff to ensure compliance with the above.
  • Must be able to obtain a secret clearance.
