About The Position

Valero is seeking a Sr. Loss Control Specialist to provide quality and quantity assurance with an emphasis on controlling product losses for all movements of crude and petroleum products. This role also provides Valero coverage on custody transfer movements at company-owned and non-owned locations globally, including offshore. The Specialist will identify issues that expose Valero to additional costs and take steps to mitigate these exposures, potentially including appointing additional oversight or suspending cargo operations. They will minimize losses from errors in measurement, sampling, or testing by attending custody movements to ensure compliance with Valero standards. The role involves identifying excessive product losses or quality discrepancies, ensuring API guidelines and company hydrocarbon measurement procedures are followed with documentation, and encouraging uniform petroleum cargo measurement and inspection practices. The Specialist will develop and implement systems to alert management to inventory and loss problems, foster a positive perception of the company's commitment to the environment and public welfare, and facilitate discussions for alternative action plans when deviations occur. Communication with vessel officers and shore representatives to determine oversight needs, verification of volumes with independent inspectors, and physical measurement/sampling of various transport methods are key duties. The role also includes evaluating inspection companies and their inspectors, initiating record and report of departmental cost savings, and reviewing industry standards (API/ASTM) to maintain skills and improve loss reduction. Witnessing custody meter proving and prover calibrations, and initiating actions for proper meter factor determination and application are also required. The Specialist will reinforce the company's “Life Saving Rules” and set an example for the Loss Control group. Availability for refinery-related issues outside regular business hours, including being on call, is mandatory. This position is salaried exempt, meaning overtime pay is not eligible.

Requirements

  • 5+ years of experience in the following area(s): Custody transfer measurements, loss control and/or marine/terminal inspection related experience required.
  • Able and willing to work 24 hours a day, 7 days a week, including holidays, as needed, required.
  • Able and willing to work onsite and in person full-time at the Valero Port Arthur Refinery, required.
  • All successful candidates must be eligible to obtain a TWIC card (Transportation Worker Identification Credential). It is Valero’s policy that employees must wear this card at all times while working at the refinery.

Nice To Haves

  • Bachelor’s or higher level degree, preferred.
  • Experience in lab testing, petroleum inspecting, loss control or marine expeditor, preferred

Responsibilities

  • Identifies issues that expose Valero to additional costs, and based on this exposure, assumes the authority to take steps to mitigate the exposure. These steps may include anything from appointing additional oversight to suspending cargo operations.
  • Minimizes losses that may result from errors or inconsistencies in measurement, sampling, or testing of petroleum products by proactive attendance of custody movements for compliance with Valero published industry standards.
  • Identifies excessive product losses or quality discrepancies.
  • Ensures that API guidelines and the Company's hydrocarbon measurement procedures are followed with full documentation of events.
  • Encourages uniform petroleum cargo measurement and inspection practices.
  • Develops and implements systems which will alert management in a timely manner to potentially serious inventory and loss problems.
  • Encourages a favorable perception of the Company's commitment to environment, general public welfare, and profit control.
  • Facilitates discussions to develop and execute alternative action plans as deviations from standard practice occur.
  • Communicates with vessel officers and shore representatives to determine if additional oversight is required.
  • Verifies and confirms volumes with independent inspectors.
  • Performs physical measurement and sampling of marine vessels, railcars, trucks, storage tanks and other containers may be required.
  • Evaluates the performance of inspection companies and their inspectors.
  • Initiates record and report departmental cost savings.
  • Evaluates and reviews industry standards and policies (API/ASTM) to maintain skill set needed to implement improvements to reduce Valero’s exposure to losses.
  • Witnesses custody meter proving and meter prover calibrations. Initiate actions to ensure proper meter factors are determined and properly applied in the final calculation of volumes.
  • Reinforces the companies “Life Saving Rules” to all employees and strive to set the example for the Loss Control group.
  • Must be available to answer calls and respond to refinery-related issues outside of regular business hours.
  • Required to be on call and provide timely response to refinery-related issues outside of normal working hours.
