About The Position

We are seeking a highly strategic and proven executive to lead our Public Sector Key Pursuits Team. As a leading telecommunications provider, we are at the forefront of delivering next-generation connectivity, 5G, fiber, and unified communications solutions to government and public sector entities. In this critical leadership role, you will direct a high-performing team of approximately 15 people focused on business development, capture management, and complex sales pursuit. You will be responsible for orchestrating the pursuit of large-scale, highly complex, and multi-year public sector opportunities (Federal, State, Local, and Education). The ideal candidate is a visionary leader with a deep understanding of government procurement, a track record of winning mega-deals, and the ability to inspire a cross-functional team to achieve exceptional win rates.

Requirements

  • Minimum of 10 yrs of relevant experience required, demonstrated through one or a combination of work and/or military experience, or specialized training, in public sector business development, complex capture management, or strategic enterprise sales, specifically within the Telecommunications, IT, or Technology sectors.
  • 10+ years of experience leading and developing specialized, multi-disciplinary capture or sales teams of 20+ employees. This position will be a leader of leaders.
  • Deep, authoritative knowledge of public sector procurement processes (e.g. FAR), acquisition vehicles (e.g., GSA, EIS, state-level master contracts), and compliance requirements.
  • Documented history of leading the successful capture of complex, multi-million-dollar ($200M+) government contracts.
  • Exceptional analytical and strategic thinking skills, with the ability to translate complex technical telecom solutions into compelling government value propositions, as well as, work with pricing leaders to develop business cases needed to support Price to Win (PTW).
  • Elite executive presence with exceptional verbal, written, and presentation skills.

Responsibilities

  • Direct, mentor, and scale a dedicated capture team of ~15 professionals.
  • Foster a culture of excellence, high performance, and relentless pursuit of strategic wins.
  • Own the end-to-end capture lifecycle for our most complex and high-value public sector targets.
  • Develop robust win strategies, competitive intelligence analyses, and pricing strategies.
  • Partner closely with Public Sector Sales leadership to qualify the pipeline, shape early-stage opportunities, and determine bid/no-bid strategies to maximize resource efficiency.
  • Serve as the executive quarterback across a large, internal matrixed organization—including Engineering, Legal, Pricing, Product, and Sales—to ensure cohesive, compliant, and winning proposals.
  • Act as an executive sponsor on major pursuits.
  • Cultivate deep relationships with key government decision-makers, system integrators, and strategic industry partners.
  • Continuously refine and mature the organization's capture and proposal processes, integrating best practices (e.g., Shipley methodologies) tailored to the evolving telecom and IT landscape.
