Reporting to the Head of Defense, Global Government Relations, this role serves as one of the company's principal strategists on matters related to Department of the Army, including acquisition policy, program funding, and military budget formulation. Top candidates will have extensive experience in the U.S. Army, with excellent understanding and relationships spanning the Department of War, Legislative and Executive Branch agencies. This role requires an accomplished senior leader with expertise in acquisition policy, PPBE, and Army futures. Expert knowledge of the federal budget and annual congressional appropriations and defense authorization processes is required.
Requirements
- Minimum 10 years of experience in senior roles involving defense policy, appropriations, or acquisition is required—including but not limited to: Congressional national security staff; appropriations or defense oversight committees; Executive Branch liaison roles; defense-sector lobbying or policy advocacy; or senior positions in defense agencies with congressional responsibility.
- Demonstrated experience engaging effectively with senior government officials, such as members of congress, political appointees and administration officials, and senior national security leaders.
- Superior communication skills with the ability to translate complex legislative and policy material into assessments and actionable insights for senior executives and communicate confidently with high-ranking government officials.

- US Army aviation, acquisition, and/or sustainment background
- Bachelor’s degree in business, finance, marketing, or engineering. Master’s degree in any related field is highly desired
- Understanding, insight, and influence at major commands including but not limited to: Futures & Concepts Command, Development Command, & PAE’s (Air/Ground/Fires/Sustainment/C2)
- Senior military officer (O-6 and above) with major command or acquisition center experience and/or SES/Civilian experience in government
- Alternatively, 20+ years of Federal, DoD business development, capture, and/or operational experience with a proven track record of success in developing a robust pipeline and generating new business opportunities
- Ability to access and maintain customer relationships with senior government officials (e.g., Colonel, General, Flag Officer, and Senior Executive Service)
- Knowledge of the Pentagon, DoD budgeting process, and Office of Budget and Management
- Strong understanding of DoD reprogramming request process, federal acquisition regulations, policies, and contract vehicles
- Deep understanding of DOD requirements, acquisition (JCIDS, DAS, PPBES), sustainment funding, and multi-year budgeting process
- Experience working with DoD prime system contractors/integrators
- Active TS clearance preferred, and considered a plus, along with ability to achieve TS/SCI
- Knowledge of Multi-Domain Operations, ABMS, JADC2 operational mission requirements
- Knowledge of sustainment and mission support across the defense domain including aviation, ground vehicles, unmanned platforms
- Ability to navigate non-traditional acquisition strategies to include RCO, SCO, IDIQ and OTAs
Responsibilities
- Serve as the primary liaison for the military services in the Pentagon; and as required, the Office of Management and Budget (OMB) and other Executive Branch agencies
- Foster new relationships and expand upon existing relationships with senior military leaders and Senior Executive Services (SES) members in the Pentagon to further the awareness of Honeywell Aerospace
- Secure reprogramming requests to support out-of-cycle funding to support Honeywell Aerospace products and services to meet emerging and urgent military requirements
- Develop and support strategic campaigns that leverage Honeywell Aerospace products and services to support current and emerging military requirements
- Work directly with the Honeywell Aerospace government relations to shape, develop, and support execution of Honeywell Aerospace defense and space strategic priorities from the Pentagon to Congress
- Analyze the Department's strategic documents, budget requests, operational requirements, unfunded requirement lists, and contract requirements to inform the business in bid decisions, development of cost strategies, and phase reviews to best position HON offerings
- Perform ongoing assessments of military requirements, determine market trends, and develop strategies to align Honeywell Aerospace capabilities and discriminators with the military customers
- Engage and inform executive leadership with the voice of the customer and advocate internally for the actions, resources needed, and commitments necessary to win
