About The Position

WSB is seeking a Sr. Manager of Utility Data Services with a focus on building a Midstream Pipeline Program. This role will lead a nationally distributed engineering support organization while driving strategic growth in utility data integration and midstream pipeline services. The position is responsible for aligning engineering operations, project management, and data integration initiatives to deliver scalable, high-quality solutions across gas, electric, and telecom sectors. A key aspect of this role is developing and launching a comprehensive midstream pipeline vertical.

Requirements

  • Strong leadership experience managing geographically distributed engineering or technical teams.
  • Deep understanding of utility engineering, including gas, electric, and telecom infrastructure.
  • Experience with utility data integration, GIS systems, and related technologies.
  • Proven project management expertise, including process development and team mentorship.
  • Knowledge of midstream pipeline lifecycle, including design, permitting, survey, and environmental considerations.
  • Ability to build and scale new service lines or business verticals.
  • Excellent cross-functional collaboration and communication skills.
  • Strategic thinking with a focus on operational execution and continuous improvement.

Responsibilities

  • Oversee a national Engineering Support Team, including utility permitting, gas and electric engineering support, and field direction.
  • Lead and collaborate with Data Integration teams to advance processes, workflows, and technology related to utility data integration, gas distribution and transmission, and telecom infrastructure.
  • Establish and enforce project management standards, mentoring project coordinators and project managers to ensure consistent execution and delivery.
  • Develop and implement a programmatic approach to building a midstream pipeline mapping and design vertical.
  • Coordinate cross-functional teams including pipeline survey, integrity, land, permitting, and environmental disciplines (wetlands, biological, cultural).
  • Drive operational efficiency, scalability, and quality across engineering and project delivery functions.
  • Identify opportunities for service expansion and market growth within utility and midstream sectors.
  • Lead and scale a national engineering support function that delivers high-quality utility, upstream/midstream and infrastructure solutions.
  • Shape the future of data integration capabilities by improving workflows, tools, and team performance.
  • Mentor and elevate project management teams to ensure consistent, efficient project delivery.
  • Build and launch a midstream pipeline services vertical, creating a fully integrated, end-to-end offering.
  • Partner with internal and external stakeholders to expand market presence and drive business growth.
  • Foster a culture of accountability, innovation, and collaboration across all teams.
