About The Position

Halvik Corp is seeking a Senior Data Architect with strong data integration and data migration expertise to join Team 4 (Integration, Data, DevOps & Support) in support of the National Telecommunications and Information Administration (NTIA) Grants Portal (NGP). The NGP is a Salesforce-based platform administering $48.2 billion in federal broadband grants under the Infrastructure Investment and Jobs Act (IIJA), including BEAD ($42.45B), Digital Equity, Middle Mile, and Tribal Broadband Connectivity programs. The platform is in an active post-award operational phase with immediate emphasis on supporting grantee compliance review across existing broadband programs. The incumbent team has identified compliance monitoring, data quality, and reporting integrity as the primary near-term priorities before new grant program deployments begin. This role will be instrumental in ensuring the data layer that supports compliance review - grantee reporting submissions, semi-annual performance data, financial reconciliation, and cross-system validation - is accurate, timely, and auditable. The Senior Data Architect will design and maintain data integration pipelines using MuleSoft Anypoint Platform to connect NGP with internal NTIA enterprise systems (financial, HR, identity management) and external federal platforms (Grants.gov, SAM.gov, grantee portal APIs). The role also encompasses data migration strategy and execution - profiling source systems, creating field-level mappings to Salesforce objects, developing ETL jobs, and executing phased migration sprints with iterative validation to preserve the integrity of NTIA's grant portfolio data.

Requirements

  • Bachelor's degree in Computer Science, Information Systems, Data Science, or related field.
  • Minimum 5 years of professional experience in data architecture, data integration, and/or data migration, including at least 2 years working with Salesforce data models.
  • Hands-on experience with MuleSoft Anypoint Platform including API design (RAML/OAS), Mule flows, DataWeave transformations, CloudHub deployment, and API-led connectivity patterns (System, Process, Experience APIs).
  • Experience designing relational databases, dimensional data models, and data warehouse architectures. Proficiency with ETL/ELT processes, data profiling, and data quality frameworks.
  • Strong understanding of Salesforce standard and custom objects, relationships, field types, record types, and data storage architecture. Experience with Salesforce Data Loader, bulk API, and metadata API.
  • Proficiency with REST/SOAP APIs, JSON/XML data formats, and enterprise integration patterns. Experience with at least one integration monitoring/APM tool.
  • Proficiency with SQL, Git/GitHub, JIRA, VS Code, and data visualization tools (Tableau, Salesforce Reports, or equivalent).
  • Must be eligible for Public Trust (Tier 2 / MBI) security clearance. U.S. citizenship or permanent residency required.

Nice To Haves

  • MuleSoft Certified Developer or MuleSoft Certified Integration Architect.
  • Salesforce Data Architect certification or Salesforce Platform Developer I.
  • Experience with Salesforce Public Sector Solutions (PSS) Grants Management data model.
  • Familiarity with federal grants lifecycle data flows - pre-award applications, post-award monitoring, semi-annual reporting, closeout reconciliation.
  • Experience with FedRAMP-compliant integration architectures and NIST 800-53 data controls.
  • Knowledge of Grants.gov and SAM.gov integration specifications and data formats.
  • Experience with OwnBackup or similar Salesforce data protection and recovery tools.
  • Prior experience on federal government Salesforce contracts (DOC, DOT, DOE, or similar agencies).
  • SAFe or Scrum team experience in a multi-team delivery environment.

Responsibilities

  • Ensure the data layer supporting grantee compliance review is accurate and complete. This includes validating data flows for semi-annual reporting (BEAD, Digital Equity, Middle Mile), financial reconciliation data, Environmental and Historic Preservation submissions, and risk assessment inputs used by Federal Program Officers.
  • Design, build, and maintain API-led integrations using MuleSoft Anypoint Platform to connect NGP with internal NTIA systems (financial, HR, identity management, enterprise content management) and external systems (Grants.gov application packages, SAM.gov entity validation, grantee portal APIs). Follow FedRAMP-compliant integration patterns with encryption in transit and at rest.
  • Lead data migration activities including source system inventory, volume assessment, data profiling, field-level mapping to Salesforce objects, ETL job development with cleansing rules, and phased migration sprints. Execute iterative validation cycles across Dev, UAT, and Production environments with record count reconciliation and business process verification.
  • Design and maintain relational and dimensional data models supporting NGP's grant lifecycle. Develop data warehousing blueprints, evaluate data reusability for compliance analytics, and structure metadata for faster access and better management of grant program data across BEAD, Digital Equity, Middle Mile, and Tribal Broadband.
  • Establish and enforce data quality standards, validation checkpoints, and data governance protocols. Profile source data for quality issues, implement automated data quality checks within integration pipelines, and produce Data Profiling Reports and Data Mapping Specifications as contract deliverables.
  • Build and maintain real-time integration monitoring dashboards and automated alerting. Implement error handling with retry mechanisms and incident escalation procedures. Monitor API volumes, optimize caching strategies, and maintain 99.5% integration uptime per contract performance standards.
  • Provide post-migration data reconciliation, ongoing quality monitoring, and legacy data access per NTIA retention policies. Resolve critical data issues within 30 days post-migration per contract requirements.
  • Support cross-system data validation to ensure grantee compliance data reported in NGP aligns with data in Grants.gov, SAM.gov, and NTIA's replacement grants office solution (GEMS/eRA). Identify and remediate data discrepancies that could impact compliance determinations.
  • Participate in sprint planning, daily stand-ups, sprint reviews, and retrospectives within the SAFe Scrum of Scrums framework. Contribute an estimated 15 story points per sprint (240 annually).
