About The Position

The Sr. Contracts Administrator, Construction provides day-to-day, cradle-to-grave contract and subcontract administration for federal contracts, subcontracts, non-disclosure agreements, teaming agreements, independent consultant agreements, and other formal documents for a variety of project types as assigned. This role involves preparing, reviewing, negotiating, and executing subcontracts and other agreements in accordance with company policies, managing high-volume task order responses, and maintaining contract information in the company's Contract Management system. The administrator ensures all documentation is complete, accurate, and securely stored, updates contract files for changes, and monitors lifecycle requirements. They also disseminate contract status information, participate in audits for compliance with regulations like FAR and DFARS, and work with internal departments and external customers to manage risk and ensure adequate funding. The role involves coordinating contract administration among various stakeholders and updating standard operating procedures. Additionally, the Sr. Contracts Administrator exercises independent judgment for strategic compliance, audits, and process improvement, and may provide guidance to junior staff.

Requirements

  • Bachelor’s degree in Business Administration or a related business-focused field of study or Associates degree in Business Administration or related business-focused field of study when combined with 10+ years of federal contracting experience.
  • Minimum 7 years’ progressive federal government contracting experience with federal contract administration, compliance, purchasing or related field, in support of Government Construction, Professional Services, and/or Services contracts.
  • Advanced knowledge of the application and interpretation of the FAR, DFARS, Davis Bacon Act, Service Contract Act, GSA schedules, federal procurement regulations, commercial contracting methods, and various contract types, including FP, T&M, LH, CP, CPFF, and IDIQ contracts.
  • Excellent proficiency with Microsoft Office Suite, including Word, Access, Excel, and PowerPoint.
  • Ability to obtain and maintain a DoD Secret and/or Top Secret security clearance, if required; active clearance preferred.
  • Possess a strong desire to expand responsibility and increase experience and knowledge through continuing education.
  • Advanced knowledge of business and management principles involved in contract formation, government contracting processes, such as solicitation, source selection, purchasing, contract administration, and closeout.
  • Able to interpret the FAR, standard contract terms and conditions, contract parts and organization, prime-sub arrangements, and supplier sales forms.
  • Knowledgeable in commercial contracts principles including Uniformed Commercial Code, master agreements, and other standard forms.
  • Proven ability to review and negotiate terms and conditions in Government prime contracts and subcontracts to support fair and reasonable terms, protect the Company’s interests, and mitigate risk within authorized limits.
  • Ability to work independently, apply sound judgment and reasoning skills to a variety of situations, manage competing priorities, meet time-sensitive deadlines for internal and external customers, multi-task, and collaborate effectively with other personnel.
  • Verbal and written communication, attention to detail, organizational skills, and familiarity with contracts, compliance concepts, financial reporting, funding and burn rate analysis, labor category pricing strategies, Service Contract Reporting requirements, and price adjustments.
  • Able to work with lengthy documents within critical deadlines.
  • Candidate must be capable of identifying potential contractual problem areas early on, assessing alternate courses of corrective action and recommending satisfactory solutions.

Nice To Haves

  • Experience supporting Alaska Native Corporations, Tribal organizations, or Native Hawaiian Organizations, including familiarity with SBA programs such as 8(a), HUBZone, Mentor-Protégé arrangements, and joint ventures.
  • Hands-on proficiency with Deltek Costpoint, SharePoint, and other corporate contract management or repository tools.
  • Familiarity with major government-wide acquisition contract and multiple award vehicles, including GSA Multiple Award Schedule, OASIS+, STARS III, and agency-specific multiple award vehicles.

Responsibilities

  • Provides day-to-day, cradle-to-grave contract and subcontract administration for federal contracts, subcontracts, non-disclosure agreements, teaming agreements, independent consultant agreements, and other formal documents for a variety of project types as assigned, including Cost Plus, Cost Plus Fixed Fee, Firm Fixed Price, Time and Materials, Labor Hour, and IDIQ contract types.
  • Prepares, reviews, negotiates, and executes subcontracts, consulting agreements, and other contract agreements in accordance with the Company’s policies and procedures, including prime contract flow-down requirements and coordination between executive management, counsel, subcontractors, consultants, and customers to execute contracts that effectively manage risk for the company.
  • Administers IDIQ vehicles and manages high-volume task order level responses, contract actions, amendments, and related documentation in support of corporate and operational requirements.
  • Maintains current contract and subcontract information in the Company’s Contract Management system in accordance with Company policies and procedures.
  • Maintains contracts, subcontracts, and related files/records in a central repository of record in accordance with Company policies and procedures. These files must be maintained for audit review.
  • Ensures all documentation, workflows, correspondence, and contractual records are complete, accurate, and securely stored in the corporate repository in accordance with Company recordkeeping and audit requirements.
  • Updates contract files when the parties sign change orders or modifications, preserves critical communications concerning disputes, deliveries, claims, changes, or performance issues, and monitors lifecycle requirements such as order entry accuracy, funding, scope changes, amendments, and delivery schedules.
  • Prepares and disseminates information regarding contract status, compliance, funding, modification, period-of-performance extensions, closeout, and termination to legal counsel and management.
  • Notifies management team of executed changes.
  • Participates in audits of contracts for compliance with internal controls and procedures, the FAR, DFARS, Government regulations, export regulations including ITAR/EAR as applicable, and state law.
  • Ensure all compliance reports are submitted or dispatched accurately and timely in accordance with contract and corporate requirements.
  • Dispatches contract information to department representatives as needed to support procedural requirements.
  • Maintains logs to track disposition of information and maintain complete files.
  • Maintains and updates all reporting required in the System for Award Management (SAM) as assigned.
  • Works with the corporate Legal department as well as the Business Development/Operations Groups to structure contracts that effectively manage risk for the company.
  • Corresponds with internal and external customers and serves as a contractual point of contact for assigned matters. This includes working with customers to coordinate modifications and working with Finance/Accounting department to ensure there is adequate funding for incrementally funded projects.
  • Coordinates contract administration between executive management, attorney, subcontractors, consultants and customers.
  • Manages and updates BSNC’s standard operating procedures for contract administration in coordination with the Director of Contracts/Legal Administration or General Counsel.
  • Exercises independent judgment to support strategic compliance initiatives, ad hoc projects, contract audits, CPARS evaluations, bid protest support, internal policy and process improvement activities, and other critical corporate duties as assigned by leadership.
  • Works collaboratively with cross-functional teams, diverse personalities, and junior-level contracts staff, providing guidance or mentoring as appropriate.
