About The Position

The City of Mississauga is seeking a strategic, analytical, and politically astute Senior Business Advisor – Finance to provide expert financial, policy, and research support to the Director of Finance and Deputy Treasurer, and to support the Chief Financial Officer and Treasurer on high-priority corporate matters. In this senior advisory role, you will work on some of the City’s most critical revenue, policy, and financial sustainability priorities, including development charges, property taxation, grants, reserve strategies, debt planning, and growth-related funding. You will translate complex financial and legislative information into clear advice, executive briefings, Council-ready materials, and practical recommendations that support informed decision-making. This is an opportunity to influence high-impact initiatives in a complex municipal environment, support cross-functional collaboration, and contribute to the City’s long-term financial resilience. The role operates in a hybrid work environment, with office presence required at Mississauga City Hall, 300 City Centre Drive, Mississauga.

Requirements

  • University degree in Public Administration, Finance, Economics, Business, Political Science, or a related discipline.
  • Minimum 5–7 years of progressive experience in municipal finance, public policy, or a related public-sector environment.
  • Strong understanding of municipal finance, governance, public-sector policy, and legislative processes in a complex political environment.
  • Demonstrated ability to analyze legislation, staff reports, financial information, and policy documents and translate them into clear advice.
  • Experience advising senior leadership on complex financial, policy, intergovernmental, or corporate issues.
  • Excellent written communication skills, including experience preparing executive-level and Council-ready materials.
  • Strong political acuity, judgment, discretion, and ability to manage sensitive and high-profile matters.
  • Proven project coordination skills, with the ability to manage competing priorities, multiple stakeholders, and tight timelines.
  • Advanced research and analytical skills, with the ability to synthesize complex information quickly and accurately.
  • Strong interpersonal and relationship-management skills, enabling effective collaboration across departments and with senior leaders.

Responsibilities

  • Provide strategic financial and policy advice on high-impact revenue streams, including development charges, community benefit charges, reserve fund strategies, property taxation, supplementary billing, grants, and associated fee structures.
  • Assess financial, legislative, and policy implications of provincial reforms, economic conditions, intergovernmental initiatives, and emerging issues affecting municipal finance.
  • Support strategies that strengthen revenue outcomes while balancing legislative requirements, political considerations, risk, service needs, and long-term financial sustainability.
  • Prepare executive-level briefings, Council reports, presentations, and decision-support materials that translate complex financial information into clear and actionable recommendations.
  • Lead and coordinate complex cross-functional initiatives, including defining scope, timelines, deliverables, research requirements, and stakeholder engagement approaches.
  • Conduct research, benchmarking, and comparative analysis of municipal finance practices, service delivery models, and revenue tools to inform strategic decision-making.
  • Collaborate across Finance and other divisions to align financial strategies with operational priorities and corporate objectives.
  • Provide strategic influence and advisory support to senior leaders on sensitive, high-profile, and time-critical matters involving Council, the Mayor, and corporate leadership.
