About The Position

The ideal candidate is a detail-oriented finance professional with experience or strong interest in public-sector Treasury operations including cash management, investments, and debt activities. The candidate demonstrates strong analytical skills and the ability to prepare accurate reports, reconciliations, and schedules that support Treasury activities and decisions. The candidate is organized, reliable, follows established internal controls, and understands the importance of safeguarding public funds through proper processes. The candidate has prior experience working with financial systems, including MS Excel, and can quickly learn new Treasury tools. The candidate communicates clearly and works effectively with management, finance staff, and external partners while meeting deadlines, along with a service-oriented approach to supporting LVVWD/SNWA Treasury operations. GENERAL PURPOSE Under general supervision, provides technical subject matter oversight over assigned accounting functional areas; performs a full range of complex, professional accounting and analysis in the preparation and maintenance of financial records, statements, reports and systems for the District, Southern Nevada Water Authority (SNWA), Springs Preserve, Big Bend Water District and other small systems; and performs related duties as assigned.

Requirements

  • Graduation from a college or university with a major accounting or a closely related field; and at least three years of progressively responsible professional accounting experience, preferably in a government agency or utility; or the equivalent combination of training and experience.
  • Knowledge of principles, practices and terminology of general, fund and governmental accounting, including financial statement preparation and methods of financial control and reporting.
  • Knowledge of provisions and pronouncements of accounting standards, including GAAP and GASB applicable to the work.
  • Knowledge of principles, pronouncements, practices, methods and procedures related to revenue, cost, fixed asset, inventory, investment and debt accounting.
  • Knowledge of internal control principles and audit practices and procedures.
  • Knowledge of functions and operations of enterprise accounting and financial software and software tools used for testing and validating system processes and for data analysis.
  • Knowledge of laws and regulations relating to the financial administration of public agencies.
  • Knowledge of principles and practices of public agency budgeting.
  • Knowledge of advanced uses and operations of spreadsheet software.
  • Knowledge of research methods and statistical and financial analysis techniques.
  • Knowledge of effective business communication principles and practices.
  • Ability to coordinate, oversee and integrate professional accounting processes in an assigned area of technical accounting.
  • Ability to analyze complex accounting and financial processes, information and issues, evaluate alternatives, reach sound conclusions and make appropriate recommendations on the application of accounting standards and district accounting and reporting policies and systems of internal control.
  • Ability to operate a computer and use standard business software and complex enterprise accounting systems.
  • Ability to understand, interpret, explain and apply local, state and federal law, codes, ordinances and regulations and professional accounting standards regulating District/SNWA financial accounting, reporting and recordkeeping.
  • Ability to analyze, classify, post, balance and reconcile complex financial data and accounts.
  • Ability to evaluate financial systems and practices and make sound recommendations for improvement.
  • Ability to prepare clear, concise and complete financial documents, statements and reports.
  • Ability to understand, interpret, explain and apply District/SNWA accounting policies and procedures.
  • Ability to exercise sound independent judgment within established guidelines.
  • Ability to interact collaboratively with other accounting staff and managers and staff of other departments and entities to address accounting and reporting issues, questions and problems.
  • Ability to communicate clearly, effectively and courteously.
  • Ability to establish and maintain highly effective working relationships with managers, supervisors, employees, staff of other entities, auditors and others encountered in the course of the work.
