About The Position

Aperio Global is seeking a Spectrum Management SME to support a program in Washington DC. This program assists a federal customer in managing and overseeing the use of the electromagnetic (EM) spectrum across government organizations. The focus is on modernizing the Equipment Location Certification Information Database (EL-CID), a critical application for processing spectrum certification requests for telecommunications systems. The effort involves transitioning EL-CID Desktop functionality to EL-CID Online, a browser-based platform, to streamline activities and improve efficiency. The program ensures compliance with federal spectrum management policies, engineering standards, and allocation requirements, enabling stakeholders to effectively review, analyze, and certify telecommunications systems within an agile environment.

Requirements

  • Minimum of a SECRET clearance.
  • Bachelors degree or equivalent combination of education, spectrum training, or 10+ years’ work experience.
  • 10+ years of experience.
  • Knowledge of radio transmitters and receivers, radar, antennas and satellites (radio spectrum).
  • Recognized subject matter expert in job area typically through advanced education and work experience.
  • 5+ years’ experience with EM spectrum frequencies and how the federal government assigns them.
  • 5+ years’ experience working with system parameters for satellites, radars, antennas, receivers and transmitters.
  • 3+ years’ knowledge of EL-CID Desktop application.
  • 5+ years’ experience writing technical documentation.
  • Good written and verbal communication skills coupled with strong listening skills.
  • Ability to work independently.

Nice To Haves

  • 3+ years’ knowledge of DoD StepStone system.
  • Knowledge of spectrum-related data exchange format named Standard Spectrum Resource Format (SSRF).
  • Knowledge of JIRA and Confluence.
  • Knowledge of XML, XSD, XSLT.

Responsibilities

  • Serve as the functional lead for the EL-CID modernization effort, acting as the liaison between government spectrum engineers, stakeholders, and software development teams.
  • Elicit, document, and validate business and technical requirements.
  • Develop JIRA user stories with detailed acceptance criteria.
  • Manage and prioritize the functional product backlog.
  • Support agile development activities through three-week sprint cycles.
  • Facilitate stakeholder reviews.
  • Create process and system relationship diagrams.
  • Support the migration of EL-CID Desktop functionality to EL-CID Online.
  • Analyze XML-based data exchanges.
  • Develop Rough Order of Magnitude (ROM) estimates for requirements.
  • Ensure implemented capabilities align with mission, operational, and engineering objectives.
  • Work with System Review Branch engineers to determine functionality to be ported from EL-CID Desktop to EL-CID Online.
  • Write requirements as JIRA stories.
  • Prepare for and host pre-IPT meetings with System Review Branch engineers to decompose high-level epics/user stories into detailed user stories with acceptance criteria.
  • Own the product backlog and attend Integrated Project Team (IPT) meetings to describe functionality in JIRA stories and assist government stakeholders in prioritizing work.
  • Help developers understand the functionality to be implemented.
  • Assist in testing the functionality after developers implement changes.
  • Act as the Subject Matter Expert for Spectrum frequency assignments.
  • Propose business solutions for meeting requirements.
  • Provide Operational support expertise, assist with debugging production issues, and help agencies with their Spectrum questions.
  • Write documentation for an audience of spectrum engineers.
  • Prepare mock-ups, flow diagrams, or models, and procedures, and conduct feasibility studies to design possible system solutions.
  • Create training material (input certification requests), training scripts, PowerPoint presentations, and conduct in-person and virtual training for agencies.
  • Generate agendas and host bi-weekly meetings with DISA to discuss Import/Export and SSRF changes for interoperability.
