The Specialist, Subcontracts is responsible for managing the end-to-end lifecycle of subcontracts. This includes solicitations, fact finding, sourcing, documentation, negotiations, cost/price analysis, terms and conditions negotiations, and subcontract execution. The Subcontracts Specialist serves as the main point of contact between suppliers and program teams, providing all contractual direction. This role implements strategic sourcing plans, assesses and mitigates supplier risks (including financial considerations), and defines subcontract specifications, work statements, and terms and conditions for procuring specialized materials, equipment, and services. Key responsibilities include preparing bid packages, conducting bidders' conferences, evaluating proposals, negotiating subcontract terms, recommending suppliers, issuing awards, and overseeing subcontract administration. The role also entails negotiating and coordinating any necessary modifications to subcontracts. The Specialist Subcontracts collaborates closely with contract administration and purchasing teams to develop and refine subcontract policies and procedures. They employ a range of methods and evaluation criteria to meet goals and objectives effectively and may sign supplier agreements and purchase orders within their authority.
